Responsibilities

Provides administrative - technical - analytical - and automated data processing (ADP) support to Pharmacy Service
Coordinates - interfaces and manages all pharmacy information systems
Manages electronic health record (EHR) related troubleshooting and supports pharmacy personnel with EHR problem resolution
Serves as a liaison between Pharmacy and VISN/National VA Pharmacy Council and OEHRM/OFC for the purposes of coordinating and sustaining FEHR/Oracle Health Cerner implementation
Serves as a liaison between Pharmacy and OI&T - Clinical Informatics - Biomedical Engineering and ADP coordinators from other services
Represents Pharmacy Service on committees and workgroups as assigned (e.g. - BCMA - informatics - root cause analysis - etc.)
Serves as the coordinator for the implementation and verification of new packages - program development - enhancement - troubleshooting - and problem prevention related to Pharmacy Service
Serves as the liaison to other services on issues related to all pharmacy packages
Makes configuration changes to hardware and software to meet evolving and complex computerized initiatives (EHR - BCMA - Patient interfacing systems - etc.) and Pharmacy Service needs
Serves as the coordinator to ensure that systems are fully integrated - resources are utilized effectively and efficiently
Manages FEHR/Oracle Health Cerner tickets and change request entries for Pharmacy Service as per Enterprise/national - VISN/regional and local guidance
Serves as a member on local and VISN informatics groups - and National pharmacy informatics as applicable
As requested by supervisory staff - works in concert with appropriate personnel with OI&T or Informatics staff to develop EHR solutions to operational problems
When the desired functionality is beyond the jurisdiction of local expertise - initiates the appropriate reports to request functionality at the national level
Assists in drug file management at the facility level in collaboration with the national drug file team
Actively manages the EHR ordering capabilities (ex - flex on/off assessment) to guide intuitive - safe - effective - and cost-conscious ordering of pharmaceutical products consistent with the VA National Formulary and national - VISN - and local initiatives
Oversees the OIG inventories for non-controlled substances process and reports local data to national by determined deadlines
Serves as the Pharmacy Service webmaster for SharePoint
Ensuring that procedures are defined (ex - SOP) to assess workflow and standardize the use of medication storage and dispensing equipment to include minimum competency requirements for all personnel who have access to and operate equipment
Assists the automation pharmacy technicians as indicated to troubleshoot automation and hardware problems encountered within the service
Works collaboratively with vendors on installation - troubleshooting and service needs for new and existing information systems software and hardware as well as interfaces
Assists with the coordination - and implementation of individualized plans for managing pharmacy product recalls and shortages in coordination with the Assistant Chief - Clinical Programs and the procurement specialists
Assist in the maintenance and correction of prescription data transmitted to State Prescription Drug Monitoring Program(s)
Coordinates ongoing - proactive processes to evaluate and improve safe medication management strategies
Manage or assists with management of data collection - analysis and review of medication safety related events and practices - including JPSR investigations - adverse drug events and medication errors as assigned Assists in ensuring pharmacy department is compliant with VA federal - state and local policies and regulations related to informatics systems - interfaces and applications
Participates in medical center and pharmacy service quality improvement initiatives and assists in development - approval and implementation of policies and procedures that support medication safety

English Language Proficiency
Pharmacists must be proficient in spoken and written English as required by 38 U.S.C. 7402(d) - and 7407(d)
Education (1) Graduate of an Accreditation Council for Pharmacy Education (ACPE) accredited College or School of Pharmacy with a baccalaureate degree in pharmacy (BS Pharmacy) and/or a Doctor of Pharmacy (Pharm.D.) degree

(NOTE: Prior to 2005 ACPE accredited both baccalaureate and Doctor of Pharmacy terminal degree program
Today the sole degree is Doctor of Pharmacy.) (2) Graduates of foreign pharmacy degree programs meet the educational requirement if the graduate is able to provide proof of achieving the Foreign Pharmacy Graduate Examination Commission (FPGEC) Certification - which includes passing the Foreign Pharmacy Graduate Equivalency Examination (FPGEE) and the Test of English as a Foreign Language Internet-Based Test (TOEFL iBT)
Licensure
Full - current and unrestricted license to practice pharmacy in a State - Territory - Commonwealth of the United States (i.e. - Puerto Rico) - or the District of Columbia
The pharmacist must maintain current registration if this is a requirement for maintaining full - current - and unrestricted licensure
A pharmacist who has - or has ever had - any license(s) revoked - suspended - denied - restricted - limited - or issued/placed in a probationary status may be appointed only in accordance with the provisions in VA Handbook 5005 - Part II - Chapter 3 - section B - paragraph 16
May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria)
Grade Determinations: GS-13 Experience
In addition to the GS-12 requirements - must have 1 year of experience equivalent to the next lower grade level
Facility Program Manager
Manages all aspects of a distinct program to include policy development - quality resources and specialty functions unique to the program to optimize cost effectiveness (budget) and patient outcomes
Coordinates a single program area of a complex pharmacy operation - or multiple program areas within a facility to develop - organize - manage - and control complex pharmacy programs
Develops - organizes - coordinates - and manages single or multiple program areas within the medical facility
this may include a single program area at multiple facilities
The Program Manager title is reserved for those individuals who have one or more of the following: supervisory responsibilities for various sections within Pharmacy Service
a complex program requiring coordination of multiple locations such as medical center care facilities - Community Based Outpatient Clinics (CBOCs) - rural health - telemedicine - etc
specialized areas of a complex nature such as nuclear pharmacy - quality assurance - pharmacy informatics - clinical applications coordinator - Home Based Primary Care - pharmacoeconomist or liaison pharmacist duties requiring the coordination of processes with other medical facilities or VISNs
Pharmacists assigned to this position must demonstrate the following KSAs: a
Ability to communicate orally and in writing to persuade and influence clinical and management decisions

Expert understanding of regulatory and quality standards for their program area
c
Ability to solve problems - coordinate and organize responsibilities to maximize outcomes in their program area or area of clinical expertise
d
Expert knowledge of a specialized area of clinical pharmacy practice or specialty area of pharmacy
e
Advanced skill in monitoring and assessing the outcome of drug therapies - including physical assessment and interpretation of laboratory and other diagnostic parameters
