Montgomery County, PA is seeking a Program Manager for the HUD Lead Hazard and Healthy Homes Program. This role is responsible for administering the program to reduce health hazards in housing units and collaborating with partner agencies for outreach and education on environmental health hazards.

Responsibilities
Manage the daily operations of the HUD Lead Hazard Control and Healthy Homes programs to ensure successful outcomes and compliance with technical guidance and funder requirements
Oversee the solicitation and prioritization of the application pipeline to ensure that applicants are processed efficiently and appropriately and that new properties are brought into the pipeline. This includes coordinating across waitlists for existing home repairs programs
Ensure that subrecipient agencies are managing contractors and construction appropriately, according to regulations and guidelines, and in a timely manner
Ensure that all work complies with HUD and PADOH funding requirements
Develop and implement policies, procedures and other systems to effectively administer the HUD Lead Hazard Control and Healthy Homes as well as the Lead Outreach & Education Program
Oversee preparation of all required documentation. Prepare management reports to ensure proper administration of the Programs
Manage grant invoicing for the Programs
Assuring that all rehabilitation work is completed in a satisfactory manner, in compliance with established state and federal program regulations
Prepare and monitor budgets; approve expenditures and compile appropriate financial reports for various programs in an accurate and timely manner
Ensure that all assigned state, federal and county reports are prepared in an accurate and timely manner
Serve as the liaison to HUD, PADOH and other regulatory agencies for program accountability
Provide technical assistance to applicants, sponsors, and specific agencies/groups on HUD and Healthy Homes issues and assist as needed to expand this work in Montgomery County
Represent Montgomery County HHS on committees, task forces, and meetings with state and community agencies, sponsors, and real estate professionals in order to administer the assigned programs, resolve issues, and develop new programs
Collaborate to conduct lead outreach and education activities to promote increased awareness for childhood lead testing and lead safe work practices
Qualification
Required
Bachelor's degree in public health, public administration, urban/community planning, business, or related experience
Minimum of three years of experience in public health, government or real estate/housing/construction/development related industry
Must obtain Lead Abatement Supervisor and Lead Inspector/Risk Assessor certifications as well as complete a Lead Safe Work Practices class within sixty days (60) of hire
Use of personal vehicle, valid driver's license and proof of insurance is required
This position requires the following clearances as a condition of employment: Child Abuse History Clearance, PA Criminal Record History, and FBI Fingerprint Clearance
Onsite in-person attendance is required as directed by Supervisor or Administrator
Prior supervisory experience and managerial skills
Experience working with or managing contractors
Working knowledge of federal/state housing programs
Experienced in housing code, housing rehabilitation, lead hazard control, or other work related to the project
Proven ability to work with and build partnerships with non-profit groups and state agencies
Strong customer service experience
Strong facilitation, computer and organizational skills
Ability to manage budgets and submit required reports or status updates
Demonstrated project management experience
Preferred
Bilingual (English/Spanish) ability preferred
