Responsibilities

Design, develop, implement, and evaluate PHMSA Field Operations (FO) staff and investigator certification and standardization program activities
As directed by the Chief, National Training & Qualification Branch (NTQB), develop Federal, State and Local government hazardous material inspection and investigative certification standards
Work with Field Operations Staff and Regional Directors, as well as OHMS HQ staff to train, request and manage adjunct trainers from those sources as well as external sources, as appropriate
Consolidate accurate and timely feedback to the Chief, NTQB on the standardization of national compliance and enforcement activities along with recommendations and training options to enhance professionalism and safety of the national hazardous material transportation infrastructure
Work with Management, set standards for, provide and document training for Field Operations Investigators, OHMS staff, and other federal, state, and local hazardous material safety officials
Provide professional guidance and training to OHMS investigators and other Hazardous Materials Professionals on the use of the HMR and international regulations in accordance with the ITM and Field Operations Manual to promote uniform understanding and application of the laws, orders, rules, and regulations
Serve as an investigator in the execution of complex, national, hazardous material investigations involving the transportation of hazardous materials in all modes when required
Understand, interpret, and accurately apply the Federal Hazardous Material Transportation Law and regulations while maintaining a comprehensive and thorough knowledge of recent changes and interpretations thereof
Accurately provide the Agency’s positions on laws, rules, regulations, and interpretation pertaining to hazardous materials transportation during training and field operations
