Responsibilities

Lead and oversee all estimating activities for heavy civil and water/wastewater projects
Develop and implement estimating strategies for pursuits ranging from hard bid to alternative delivery
Review and approve cost estimates, bid proposals, and risk assessments
Collaborate with operations, preconstruction, and business development teams to align pricing and execution strategies
Manage subcontractor and supplier pricing, scope coverage, and bid day execution
Analyze historical cost data, market trends, and project risks to improve estimate accuracy
Mentor, train, and develop estimators and preconstruction staff
Support pursuit planning, value engineering, and constructability reviews

Qualification

Required

10+ years of estimating experience in heavy civil and water/wastewater construction
Proven experience estimating large, complex infrastructure projects such as treatment plants, pipelines, pump stations, roadways, or site development
Strong understanding of civil construction means, methods, and cost drivers
Proficiency with estimating software and takeoff tools
Excellent leadership, communication, and decision-making skills

Preferred

Prior leadership or chief/senior estimating experience
Experience with alternative delivery methods (CMAR, Design-Build, GMP)
