Information Technology Project Manager
Adams County Government is seeking an Information Technology Project Manager to oversee enterprise technology projects and drive Project Management initiatives. The role involves planning, budgeting, and managing project methodologies while ensuring alignment with organizational goals and facilitating communication across departments.

Responsibilities
Facilitate backlog triage with software leads; confirm business value, dependencies, and readiness against agreed criteria
Support the project intake process, ensuring requests are complete, scoped, and decision-ready for governance review
Partner with the Division Directors to communicate priorities determined by Senior Leadership and ensure these priorities are clearly understood across teams
Convert prioritized backlog into work plans with milestones, dependencies, and risk mitigation strategies
Drive execution by coordinating cross-functional teams and resolving inter-team dependencies
Develop dashboards showing project status, risks, and alignment to priorities; provide regular updates to the Division Director and Senior Leadership
Track capacity, throughput, and delivery forecasts to support efficiency improvement
Maintain risk and issue logs; escalate as needed
Support change control processes and ensure production changes comply with governance standards
Facilitate retrospectives and implement process improvements across intake, prioritization, and delivery
Coach and mentor teams on project management best practices, fostering adoption, and expanding understanding of methodologies
Qualification
Required
A bachelor's degree in business, Information Technology, or a related field
Project Management Certification (PMP, PMI-ACP, CSM) required
Minimum of four (4) years of related IT project management experience
Proven experience managing technology projects including software development and SaaS implementation projects
Strong written and verbal communication skills; able to clearly present complex information to technical and non-technical audiences
Proficiency in Microsoft Office Suite and experience with project management tools (e.g., MS Project, Planner, Jira)
Experience leading technology projects using Agile, Lean, or hybrid methodologies
Demonstrated ability to manage multiple technology projects and teams in a fast-paced, dynamic environment
Ability to lead cross-functional teams, foster collaboration, and provide clear direction to ensure project goals are met
Skilled in defining project scope, communicating priorities, and aligning initiatives with organizational objectives while managing resources effectively
Exceptional ability to communicate clearly with technical and non-technical stakeholders, build relationships, and manage expectations throughout the project lifecycle
Preferred
Preferred certifications include those in Agile (CSM, CSPO), Process Improvement (Lean Six Sigma) or Organizational Change Management (PROSCI, CMP)
