Developmental Disabilities Director of Residential Services
The State of Delaware's Department of Health and Social Services (DHSS) is dedicated to improving the quality of life for its citizens. They are seeking a Developmental Disabilities Director of Residential Services to lead person-centered services for residents, overseeing multiple departments to ensure high-quality support and acting as Executive Director when needed.

Responsibilities
Plans, assigns, supervises and evaluates the work of staff responsible for the supervision of habilitative programs, physical care, activities and general residential services
Prepares performance evaluations on all subordinate directors and department heads, and oversees labor relations for all residential services
Instructs supervisors and professional staff in active treatment services and develops the standards and goals for service provision and implementation of habilitative residential services
Plans and coordinates the development of the budget for Stockley Center residential services
Allocates staff and resources to the program units
Maintains a comprehensive record keeping system which insures that the rights of the developmentally disabled clients being served are not abridged
Acts in absence of the supervisor
Qualification
Required
Possession of a Bachelors degree or higher in Behavioral or Social Science or related field
Three years experience in health or human services program administration such as overseeing and directing the development, implementation and evaluation of health or human services programs and services; planning and establishing short and long range program goals and objectives. Providing advice to other agency organizational units through consultation
Six months experience in strategic planning such as planning and mapping a path between the present and future usually for three to five years by determining key objectives, how to accomplish the key objectives, what strategies should be used, what activities would contribute to accomplishing the key objectives and developing performance measures to gauge and report progress or success
Six months experience in operations management which includes planning, directing, coordinating, controlling and evaluating operations typically through subordinate supervisors
Three years experience in developing policies and procedures
