The State of Iowa - Executive Branch is seeking a Senior Budget Analyst within the Finance Bureau of the Administrative Services Division. This role involves leading the budget development process and collaborating with executive management to ensure accurate financial forecasting and budget management.

Responsibilities
Lead the budget development process for a large state agency
Preparing, entering, and maintaining the annual budget request utilizing past data analysis
Track/analyze payments, receipts, and cash balances for the department to include monthly ICN and eDAS invoices
Direct, analyze and facilitate budgeting for all divisions/bureaus of the Department of Public Safety
Creating financial statements monthly which include current expenditures, current outstanding expenses, and future budget forecasts
Collaborate with executive management on analysis of the agency budget
Leading quarterly meetings to ensure projects are on track and being invoiced as expected
Ensure income and expenditures are accurately reflected
Discuss explanations of significant budget changes
Develop and maintain an analytical model for forecasting to assure financial feasibility for future projects
Create, analyze, maintain and update yearly Costing Allocations
Qualification
Required
Graduation from an accredited four-year college or university with a degree in accounting, finance, or business administration, and experience equal to six years of full-time work in professional budget analysis or fiscal management
Ten years of full-time work experience in professional budget analysis or fiscal management
A total of ten years of education and/or full-time experience (as described in number one), where thirty semester hours of accredited college or university course work in accounting, finance, or business administration equals one year of full-time experience
Current, continuous experience in the state executive branch that includes eighteen months of full-time work as a Budget Analyst 3 or six months of full-time work as a Budget Analyst 4
