Agency Time Advisor (Human Resource Analyst 1)

The Commonwealth of Pennsylvania is seeking a Human Resource Analyst 1 to serve as the Agency Time Advisor for the PA Fish and Boat Commission. This role involves providing support and training to employees regarding leave and pay processes, managing agency-wide time and attendance programs, and ensuring compliance with policies and contractual entitlements.

Responsibilities

Providing support, guidance, and training to Commission employees for leave and pay related processes
Responsible for agency-wide time and attendance programs and transactions
Providing policy interpretation on time rules, contractual entitlements, and absence management
Gathering and analyzing data and information to support conclusions and recommendations
Preparing technical reports
Developing project plans in order to resolve payroll errors, solve complex issues, and make necessary corrections
Providing guidance and training to keep teams up to date with time and attendance policies and laws, and union contracts
Meeting all deadlines, maintaining strict confidentiality, and ensuring that any negative impacts for an employee regarding leave or pay are immediately reported
Using independent judgment to analyze data and interpret and apply policies to identify and implement effective solutions regarding employee pay and leave input, systems, and processes

Required

Successful completion of the Human Resource Management Trainee program (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration); or
One year as a Human Resource Assistant 2 or an Equal Opportunity Assistant (Commonwealth job titles or equivalent Federal Government job titles, as determined by the Office of Administration); or
One year of paraprofessional analytical experience and a bachelor's degree; or
An equivalent combination of experience and training
You must meet the PA residency requirement
You must be able to perform essential job functions
