HUMAN RESOURCES SPECIALIST (RECRUIT & PLACEMENT)

Responsibilities
You will apply human resources concepts, laws, policies and practices in the provision of recruitment and placement services requiring the use of internal and/or external recruitment methods
You will conduct job analyses by reviewing position descriptions and interpreting the Office of Personnel Management Position Classification and Qualifications Standards to create job opportunity announcement and issue/audit referral certificates
You will create job opportunity announcements, ensuring that all information is clearly and concisely presented to potential candidates, and is in compliance with regulatory and procedural requirements
You will research and apply the Office of Personnel Management position classification and qualification standards to support applicant qualification determinations
Qualification
Required
Must be a US Citizen
Must be determined suitable for federal employment
Must participate in the direct deposit pay program
New employees to the Department of the Navy will be required to successfully pass the E-Verify employment verification check
Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level
Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326
Males born after 12-31-59 must be registered for Selective Service
This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites
You must be able to travel on military and commercial aircraft for extended periods of time
You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases
You will be required to obtain and maintain an interim and/or final SECRET security clearance prior to entrance on duty
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-05 grade level or pay band in the Federal service or equivalent experience in the private or public sector
Specialized experience must demonstrate the following: gathering and analyzing Human Resources concepts, laws, policies, precedents and procedures to provide recruitment and staffing support services
Successfully completed one full year of graduate level education; or Successfully completed a Bachelor's degree with superior academic achievement; or A combination of experience and education as described above that equates to one year of experience
