Site Engineering Manager

Responsibilities
Leads the technical effort and defines engineering plans and expected outcomes for a major engineering team that designs and manufactures valves and controls that regulate the flow of air and fluids under high pressure and temperatures
Develop plans for multiple projects and determine team and resource allocation by reviewing technical proposals, internal and subcontract capabilities, and conferring with management
Manage the deployment of resources among teams and for engineers assigned to various programs (e.g. matrix to a business team). May act as a Control Account Manager (CAM) for projects applying Earned Value Management (EVM)
Provide leadership and direction on product development and the introduction of new technology; may lead or support collaboration on research activities. Lead the team and expert staff in interpreting technical requirements, managing associated risk, and completing technical studies and design reviews
Serves as a technical liaison with program management and customer technical representatives to present status and/or refine project plans; assess and make technical determinations on changes in customer requirements (e.g. design specifications; change impact on cost/schedule)
Ensures teams are implementing and achieving process improvement and design standardization objectives (e.g. structured design process). Maintains consistent engineering practices, standards, and documentation procedures and reporting capabilities. Takes appropriate steps to protect and safeguard Parker intellectual property
Accountable for full budget planning and non-recurring and recurring cost and schedule management that may include engineering systems and staffing for multiple facilities. Provides input to leadership on long-range plans to meet both current and anticipated growth and resource challenges (e.g. workforce planning; new technical systems investments)
Partners with and promotes technical collaboration opportunities for product innovation or systems solutions. Serves as a primary liaison on technical capabilities. Provides input to the technology roadmap and division business plans
Make recommendations and decisions on human resources actions (e.g. staffing, training, compensation, etc.); discusses exceptional cases with the next level manager. Communicate and implement actions to ensure Parker values and company policies are well understood and maintained (e.g. business ethics; integrity; inclusion)
Identify and create technical training and development plans. Mentor or serve as a resource to share specialized knowledge with others. Maintain leadership and technical capabilities through continued education or training
Qualification
Required
Bachelor's degree (BS) in engineering or a science technical discipline
Demonstrated ability to perform the essential functions of the job typically acquired through 10-12 years of related experience
Prior management/supervisory responsibility for 4 or more years including project engineering experience
Broad knowledge and understanding of primary engineering domains and specialized products/systems as they are applied to varied engineering projects
Proficient with project management, engineering documentation, and engineering analysis tools
Demonstrated ability to investigate and lead research projects
Ability to apply program management principles to the product development cycle and apply cost accounting principles and methods (e.g. earned value management)
Ability to effectively influence the overall team and functional objectives
Thorough knowledge of competitor and industry practices, government regulations, and internal policies
Recognized as an influential technical resource
Effective speaker and presenter; serves as a spokesperson or in a liaison role with universities and other research institutions and industry associations
This position must meet Export Control compliance requirements; therefore, a 'US Person' as defined by 22 C.F.R. 120.15 is required
U.S. Citizenship/Permanent Resident is required for most positions
Preferred
Master's degree (MS or MBA) preferred
Aerospace Manufacturing experience is highly desired
