Agency Time Advisor (Human Resource Analyst 1)
NEOGOV is seeking a candidate for the Agency Time Advisor position within the PA Fish and Boat Commission. In this role, you will manage time and attendance programs, provide training and guidance on leave and pay processes, and ensure compliance with policies and contractual obligations.

Responsibilities
Provide support, guidance, and training to Commission employees for leave and pay related processes
Responsible for agency-wide time and attendance programs and transactions
Provide policy interpretation on time rules, contractual entitlements, and absence management
Gather and analyze data and information to support conclusions and recommendations
Prepare technical reports
Develop project plans in order to resolve payroll errors, solve complex issues, and make necessary corrections
Provide guidance and training to keep teams up to date with time and attendance policies and laws, and union contracts
Meet all deadlines, maintain strict confidentiality, and ensure that any negative impacts for an employee regarding leave or pay are immediately reported
Use independent judgment using appropriate resources, analyzing data, and interpreting and applying policies to identify and implement effective solutions regarding employee pay and leave input, systems, and processes
Qualification
Required
Successful completion of the Human Resource Management Trainee program (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration); or
One year as a Human Resource Assistant 2 or an Equal Opportunity Assistant (Commonwealth job titles or equivalent Federal Government job titles, as determined by the Office of Administration); or
One year of paraprofessional analytical experience and a bachelor's degree; or
An equivalent combination of experience and training
You must meet the PA residency requirement
You must be able to perform essential job functions
