Project Controls Manager
The Architect of the Capitol (AOC) is seeking a Project Controls Manager who will provide strategic leadership and oversight for project controls functions. This role involves the utilization and improvement of existing enterprise project management tools, systems, reporting, performance metrics, and work processes to effectively manage the AOC’s Capital Construction program.

Responsibilities
The incumbent develops, implements, and maintains project controls processes, procedures, systems, and tools and monitors project compliance
The incumbent develops performance metrics, reports, data visualizations, and dashboards using business intelligence (BI) software
The incumbent provides guidance, direction, and consultation to AOC staff including project managers, construction managers, designers, and contract staff for project controls activities
Serves as a senior consultant on controls related activities in support of projects and programs with national impact and as an authoritative source of information for decisions and guidance concerning changes in operations relating to continuous improvements to developing projects on time, within scope and with appropriate use of fiscal resources
Applies principles of construction project and program controls and oversight to resolve novel or obscure problems and develop new approaches that guide other professional staff and construction personnel
Exercises initiative to ensure the integration of contract development and management priorities, change management, scope management, time/schedule management, cost management, quality management, risk management and communication management
Advocates project goals and expresses facts and ideas in a creative manner, negotiating with individuals and groups internally and externally. Anticipates and takes steps to prevent counter-productive confrontations
Uses best practices, data, metrics, and performance analytics to perform project health assessments and evaluate program execution, including development and review of project status, progress, cost, schedule, scope, resources, and performance metrics
Monitors planning, design, and fiscal progress. Directs the allocation of project resources in accordance with strategic and operational plans. Analyzes deviations and problems and develops solutions to ensure commitments are achieved
The incumbent facilitates effective planning, design, and construction project management though improvement and standardization; takes the lead to assess the reliability and effectiveness of the project management information system (PMIS)
Serves as an authoritative source for project management processes, controls, and performance metrics
Leverages data and performs analytics to evaluate project compliance with existing business processes and project management information system (PMIS) standards
Acts as an expert consultant on project delivery procedures, PMIS, related project controls matters for the AOC offices and jurisdictions
Serves as an authoritative source for decisions and guidance, within the scope of responsibility in response to recommendations from technical staff, makes on-the-site decisions based on broad and comprehensive knowledge of construction control practices, methods, and techniques
Organizes, analyzes, and interprets project data to inform decision makers and provide insights and solutions for project performance and challenges
Participates in aspects of report and dashboard design, data collection and analysis, message development and report writing
Executes cross functional management analysis to identify opportunities to leverage data analytics methodologies to solve problems and garner organization efficiencies
Works with teammates to develop data products, analytic solutions, reports, dashboards, and documents. Uses business intelligence (BI) software to develop visualizations to meet organizational reporting needs
Consults with internal stakeholders to identify the appropriate project data and source, methodological approach and design for metrics and reports to evaluate program baseline performance and develop predictions for out-year metrics and target performance requirements
Translate complex business logic, analytic findings and data limitations into concise, plain language
Analyzes and evaluates quantitative and qualitative outcomes of a range of issues related to report requests and analysis of AOC’s operations
Serves as a technical expert and/or Contracting Officer's Representative (COR), guiding and evaluating contractor efforts and assessing technical progress in relation to the established schedules, budget, scope, and resources allotted
Serves as an expert consultant on broad projects and programs having AOC-wide impact. Consults with management and project personnel in preparing requirements, scope, budget, schedule, and resources for complex or high value projects for construction or modification to facilities
Conducts lessons learned, project closeout, develops technical specifications and documents associated with project delivery

A citizen of the United States; or a person who is lawfully admitted for permanent residence and is seeking citizenship; or a person who is admitted as a refugee or granted asylum and has filed a declaration of intention to become a lawful permanent resident; or a person who owes allegiance to the United States; or a person who is currently an officer or employee of the Government of the United States
You must meet the United States Office of Personnel Management's (OPM) qualification requirements (including specialized experience and/or educational requirements) for the advertised position
Candidates for the GS-13 grade level must have at least 52 weeks of specialized experience equivalent to the next lower (GS-12) grade level in the Federal service
Specialized experience for this position must demonstrate the following: (1) Implementing project management control processes or project management information systems to improve standardize and improve internal business processes for project delivery; (2) Developing tools and techniques to measure and analyze organizational processes and project performance, including key performance indices (KPIs); (3) Gathering and analyzing internal business process and project performance data and developing data visualization and complex reports or dashboards to summarize project performance; (4) Managing service and/or support contracts of Project Management Information Systems (PMIS), process improvement, or data analysis and reporting of project performance information
Candidates for the GS-14 grade level must have at least 52 weeks of specialized experience equivalent to the next lower (GS-13) grade level in the Federal service
Specialized experience for this position must demonstrate the following: (1) Developing management control systems, Implementing project management control processes, standardizing and improving complex business processes for delivery of construction projects; (2) Comprehensive knowledge in the planning, design, and execution of large complex construction projects and related processes and developing tools and techniques to measure and analyze organizational processes and project performance, including key performance indices (KPIs); (3) Developing data visualizations and performance metrics for the assessment and improvement of program effectiveness or the improvement of complex management processes and systems; (4) Leading a team and/or managing service and/or support contracts of Project Management Information Systems (PMIS), process improvement, or data analysis and reporting of project performance information
