$48.61/hr - $53.60/hrMindlance is seeking an experienced Business Analyst to support the New York State Department of Environmental Conservation's legacy application remediation initiative. The Business Analyst will document current business processes, map applications to business functions, and identify opportunities for modernization and streamlining.

Responsibilities
Conduct business process analysis and documentation using journey mapping, process modeling, and reengineering techniques
Map legacy applications to DEC program functions and identify functional overlaps or inefficiencies
Elicit, clarify, and document functional and non-functional requirements through interviews and workshops
Collaborate with Systems Analysts to perform fit-gap assessments and support remediation planning
Work with Client from other programs to document cross-agency workflows and identify shared services or system efficiencies
Translate business needs into structured requirements and support the design of to-be states
Prepare process diagrams, requirement documents, and executive summaries to inform decision-making
Support executive-directed initiatives with rapid analysis, documentation, and follow-up
Leverage tools such as Visio, Excel, SQL, or low-code platforms to support documentation and validation activities
Track issues, decisions, and deliverables across assigned workstreams
Qualification
Required
Experience as a Business Analyst (BA)
Ability to support legacy application remediation initiatives
Experience in business process improvement efforts
Proficiency in documenting current business processes
Ability to map applications to business functions
Experience in identifying opportunities for modernization and streamlining
Skills in eliciting functional and non-functional requirements
Experience with journey mapping, business process reengineering, interviews, and working sessions
Ability to facilitate training workshops
Experience in creating user guides
Ability to spearhead focus groups to reimagine workflows
Experience in conducting business process analysis and documentation
Proficiency in process modeling and reengineering techniques
Ability to map legacy applications to program functions
Experience in identifying functional overlaps or inefficiencies
Skills in collaborating with Systems Analysts for fit-gap assessments
Ability to document cross-agency workflows
Experience in translating business needs into structured requirements
Ability to prepare process diagrams, requirement documents, and executive summaries
Experience in supporting executive-directed initiatives with rapid analysis and documentation
Proficiency in using tools such as Visio, Excel, SQL, or low-code platforms
Ability to track issues, decisions, and deliverables across assigned workstreams
