Facilities Project Manager
King County Library System (KCLS) is seeking a skilled Facilities Project Manager to oversee and coordinate facility improvement and construction projects across KCLS locations. The successful candidate will manage project activities, budgets, and schedules while ensuring compliance with KCLS standards and regulatory requirements.
Education
Responsibilities
Managing internal and external stakeholders to support project delivery and budget oversight
Monitoring and reporting project status, including schedule and budget performance, to senior administration and the Board of Trustees
Developing, organizing, and summarizing documentation related to dispute resolution
Preparing contractual documents and technical specifications for public bidding of facilities and construction projects
Conducting constructability reviews and supporting the direction of architectural and engineering consultants
Manages and coordinates facilities improvement and construction projects from planning through completion, ensuring goals, timelines, and budgets are met in alignment with KCLS standards
Acts as the primary contact for assigned projects, facilitating communication among internal teams, contractors, consultants, and vendors
Assists in developing project scopes, budgets, and schedules, and tracks progress toward approved plans
Reviews plans, specifications, and cost estimates for accuracy, constructability, and compliance with KCLS and regulatory requirements
Prepares, reviews, and processes contract documents, including requests for proposals, bid documents, change orders, and pay requests
Monitors contractor and consultant performance, identifying and communicating issues to ensure quality, safety, and contract conformance
Conducts site visits and inspections to verify progress, assess field conditions, and support timely problem resolution
Coordinates with internal departments, including Public Services, IT, and Safety, to plan project phasing and minimize service disruptions
Maintains project documentation and reporting, including schedules, financial tracking, and progress summaries
Prepares and delivers project status updates through written reports and presentations to staff, the public, senior administration, and the Board of Trustees
Ensures compliance with public works statutes and procurement requirements in project bidding and contract execution
Supports long-range facility planning efforts by providing project data, cost analysis, and recommendations for future improvements
Participates in post-project evaluation to identify lessons learned and opportunities to enhance project delivery processes
Coordinates the selection, procurement, and installation of furniture, fixtures, and equipment for new buildings and renovations
Supports the public art process for assigned projects
Provides space planning and design support for small-scale facility projects
Performs other related duties as assigned
Qualification
Required
Bachelor's degree from an accredited school in architecture, construction management, engineering, or related field
Five years' progressive experience in facilities projects oversight, preferably in public works
Any equivalent combination of education and experience that provides the necessary qualifications to successfully perform the duties of the position will be considered
Considerable knowledge of project management principles, practices, and tools
Demonstrated ability to manage several projects simultaneously while meeting deadlines and quality standards
Demonstrated time management skills
Highly organized and detail oriented
Flexible and adaptable to changing priorities and evolving project needs
Clearly, succinctly, and effectively communicates ideas verbally and in writing
Effective presentation skills tailored to diverse audiences
Interpersonal skills including active listening and collaboration
Model for customer service mindset and delivery
Ability to maintain focus and productivity while managing frequent interruptions
A valid Washington State driver's license and be an insurable driver by KCLS is required
Preferred
Project Management Professional (PMP) or similar certification preferred
