TDHCA - Multifamily Direct Loan Program Manager

The Texas Department of Housing and Community Affairs is seeking a Multifamily Direct Loan Program Manager to oversee the daily operations of the Multifamily Direct Loan Program. This role involves managing staff, establishing goals, and providing consultative services to various stakeholders while ensuring compliance with state and federal regulations.

Responsibilities

Manages the activities of staff performing work related to the Multifamily HOME, TCAP RF, National Housing Trust Fund, and other state and federal multifamily loan programs, which includes NOFA development, supervising application reviews, awards, commitment of funds, closings, draws, close out, and use of the Housing Contract System; performs quality control procedures related to these activities
Sets goals and objectives for and tracks application reviews, awards, loan closings, and expenditure of funds and other division work in conjunction with other division managers to ensure seamless implementation of the division’s various programs
Ensures the Board Action Items and Reports are completed in a timely manner and coordinates the previous participation review of all loan program applications
Manages the direct loan team in development and maintenance of multifamily loan policies and rules, procedures for commitment of funding, closings, draws, and other activities necessary to effectively and efficiently expend program funds in accordance with federal and state laws and takes corrective action(s) as needed
Oversees the review and development of tools necessary for implementing post award activities and coordinates with management and participates in the review and redevelopment of the uniform application, application manual, workshop and review materials for application and post award processes based upon rule, regulation, policy and process changes
Manages and implements the annual rule making process and other program and division administration activities and coordinates with the director and executive staff with respect to these activities
Reviews and or produces required administrative and performance reports including reports to HUD
Collaborates extensively with the HOME Program Division in the programming of funds and strategic planning in meeting commitment, expenditure, and other federal and state deadlines
Assists Director in developing the division’s annual budget which may include preparing and/or approving program budget requests
Represents the division and department at roundtables, public meetings, public hearings, industry conferences, committee meetings, and department board meetings. Testifies at hearings, trials and legislative meetings as appropriate. Interacts with state and local elected officials, the media and public interest groups. Makes presentations and provide training/technical assistance to community and professional groups, developers, lenders, investors, etc. to stimulate interest in the program
Coordinates staff leave requests and time with division management. Assists in preparation of performance evaluations and makes recommendations to Manager and Director for merits, reclassifications, demotions, and terminations. May act for Division Manager or Director with respect to the multifamily loan programs in his/her absence within established signature authority
Travel may be required rarely
Performs related work as assigned
Responsible to the Board of Directors for directing the development, maintenance, administration, and reporting of the Department's Enterprise Risk Management Program progress
Develops and tracks the progress of status plans concerning the Department's Enterprise Risk Management Program and reports progress to the Executive Director and Enterprise Risk Management Committee

Required

Must have extensive experience in the development or housing industry
Minimum of five years of experience with federal multifamily programs
Experience in analyzing state and/or federal laws, regulations and statutes
Extensive knowledge of the real estate development and/or lending
Graduation from an accredited four year college or university, or a minimum of eight years industry related experience
Extensive knowledge of government organization and practices of public administration and management methods; of planning, formation coordination and implementation methodologies
Ability to manage division activities; to establish goals and objectives; to devise solutions to administrative problems; to develop and evaluate administrative policies and procedures; to prepare reports; to communicate effectively; and to supervise the work of others
Ability to plan, organize and direct the work of an organization; to gather, assemble, correlate and analyze facts and devise solutions to complex administrative and operational problems
Ability to evaluate planning materials prepared by others
Ability to analyze complex financial information
Skill in human relations, analyzing and solving work problems, and in making decisions affecting intricate operations
Must be willing to work in a non-smoking environment and adhere to all applicable Department policies and procedures
Must be willing to work overtime if necessary which may include nights and weekends
Must attend work regularly and adhere to approved work schedule
Official transcripts or other minimum requirement validations will be requested of final applicants
Criminal background checks will be conducted before an offer of employment is extended
Males born on or after January 1, 1960, between the ages of 18-26, will be required to present proof of Selective Service System registration on the first day of employment or proof of exemption from Selective Service registration requirement
The U.S. Immigration Reform and Control Act of 1986 requires new employees to present proof of identity and eligibility to work in the United States
