Tharseo IT is seeking an experienced IT Business Planning Manager to support the statewide Florida PALM financial systems modernization initiative. This role will align IT strategy with business objectives, oversee remediation planning for impacted financial systems, and support project execution through planning, monitoring, and stakeholder coordination.

Responsibilities

Align IT strategy with FDOT business goals impacted by Florida PALM
Support gap analysis between current FLAIR systems and future PALM functionality
Review and refine PALM remediation and operational work plans
Monitor project progress, risks, and milestones; report to leadership
Act as liaison between PALM contractors, IT teams, and business stakeholders
Support onboarding, change management, and project communications

Required

Bachelor's degree in IT, Finance, or related field (or equivalent experience)
7+ years of IT experience, including 2+ years supporting financial systems
Experience with ERP/FMS systems, IT strategy, and project management
Strong communication, leadership, and stakeholder management skills
