Deputy Director of Service / Engineering Manager

Responsibilities

Assist the Director of Service in the daily operation/management of the Service Department
Works closely with the City Engineers to establish public infrastructure projects
Perform annual staff evaluations
Manage staff personal rules and regulations with staff
Coordinates and assigns supervisors to specific jobs
Employee training and development
Explains work orders received to supervisors
Calculates cost of supplies and materials needed
Prepares bids and purchase orders for equipment and supplies
Inspects completed work for conformance to oral and/or written instructions, completeness, and adherence to approved work standards established by the department
Assist in Preparing an annual departmental budget
Coordinates and directs the construction, maintenance, and installation of street lights, street signs, sewers, traffic lights, fire hydrants
Coordinates and directs the painting of traffic lines and crosswalks, the collection of leaves and trash, snow removal and ice control
Prepares reports of progress and work completed for Mayor and City Council
Attends regular meetings of City Council as needed
Maintains licenses and certifications as required, if any
Demonstrates regular and predictable attendance
Meets all job safety requirements and all applicable OSHA safety standards that pertain to essential functions

Required

Progressively responsible related experience in public infrastructure, civil engineering and supervision: or any combination of training, education, or experience which provides the desired knowledge, skills and abilities to perform the essential functions of the position
Possession of a Civil Engineer Degree or education in Civil engineering is desirable
Minimum of ten years of experience Design, inspection or maintaining public infrastructure
Minimum of five years of experience in a supervisory or administrative position
Knowledge of the rules and regulations of the Ohio Traffic Code Manual
Knowledge of the equipment and tools used in the maintenance of public thoroughfares
Knowledge of the working qualities of materials used to repair streets and alleys
Knowledge of the standard practices, methods, tools, and equipment used in the maintenance and repair of automotive and other mechanical equipment
Knowledge of snow removal and ice control procedures
Knowledge of the principles of modern administrative techniques
Knowledge of budget and management
Knowledge of public relations
Knowledge of personnel rules and regulations
Skill in planning, organizing, and directing staff
Skill in identifying problems and resolving complex issues
Skill in developing and administering department goals, objectives, procedures, and standards
Ability to coordinate, direct, and supervise others
Ability to read and interpret plans and specifications
Ability to develop and maintain effective working relationships with crew members, supervisors, City officials, and the general public
Ability to maintain records and prepare reports
Ability to make recommendations for departmental budget

Personal Leave: Employees earn 24 hours of personal leave per year.
Sick Leave: Employees earn 4.6 hours per pay period.
Vacation Leave: Employees accrue vacation based on years of public service ranging from 96 to 216 hours per year.
Holidays: Employees receive eleven paid holidays.
Paid Parental Leave: Paid Parental Leave is available to full-time employees who have worked for the City a minimum of 90 days.
Sick Leave Reciprocity: Eligible full-time employees are eligible to cash out a portion of their accrued sick leave each year.
Pool Passes & Resident Pricing for Recreation Programs and Parks Rentals: All full-time employees are eligible to receive a pool pass to the City’s Municipal Pool.
Tuition and Training Reimbursement: Full-time employees who have completed their probationary period may be eligible for the reimbursement of tuition and fees for job-related education, up to a maximum of $3,500 per calendar year.
Pension Contributions: City employee earnings are not covered under Social Security, instead, contributions are made on your behalf to the Ohio Public Employees Retirement System (OPERS) at the rate of 14%.
Uniforms & Clothing: Employees that are required to wear a uniform will have them provided by the City.
