Responsibilities

Leads or independently performs the design, development, and implementation of advanced GIS applications, data models, databases, and system integrations that support organizational goals and strategic initiatives
Plans, develops, and manages GIS projects from inception to completion, ensuring alignment with City priorities, standards, and business needs
Analyzes and re-engineers complex workflows to improve operational efficiency, data quality, and information access across departments
Conducts advanced spatial, statistical, and predictive analysis using geospatial and tabular data to support policy development, planning, and infrastructure management
Designs, maintains, and optimizes enterprise-level GIS databases, servers, and web applications; integrates GIS data and services with enterprise systems such as permitting, asset management, work order, and financial systems
Develops automation scripts, APIs, and other tools to streamline data processing, reporting, and system interoperability
Establishes and enforces City GIS standards, metadata protocols, governance frameworks, and quality-assurance/quality control (QA/QC) processes to ensure data accuracy, integrity, and consistency
Provides expert technical guidance, consultation, and mentoring to city staff and project teams; develops procedures, protocols, and documentation for the effective use of GIS tools and data
Provides cartographic and analytical support, including creation and maintenance of GIS layers, conversion of external data sources (e.g. CAD, spreadsheets, maps) for incorporation into City databases, and development of professional quality maps and dashboards
Maintains and updates GIS content on internal and extern web platforms, including SharePoint, intranet, and public-facing sites
Collaborates with IT, Planning, Public Works, Water, Police Fire, and other departments to align GIS resources, infrastructure, and data with organizational objectives
Supports emergency management operations by maintaining and providing real-time GIS data, maps, and dashboards for the City’s Emergency Operations Center; develops situational awareness tools and assists in incident response, recovery mapping, and post-event analysis
Researches and evaluates new GIS technologies, architectures, and tools; prepares recommendations, business cases, and implementation plans for strategic enhancements
Prepares complex analytical reports, maps, dashboards, and visualizations; presents findings, recommendations, and technical information to management, executive staff, policy makers, and external agencies
Participates in City committees and work groups to contribute GIS expertise to citywide technology planning and data-management initiatives
Stays current on emerging trends, standards, and best practices in GIS and related technologies through training, conferences, and professional development
Observes and complies with all City and mandated safety rules, regulations, policies, procedures, and protocols

Required

Equivalent to a bachelor's degree from an accredited college or university with major course work in geography, geographic information systems, computer science, information systems, engineering or a related field; and four (4) years of increasingly responsible professional GIS experience, including system design, database administration, and integration of GIS with other enterprise applications
OR Equivalent to an associate's degree from an accredited college or university in geography, geographic information systems, computer science, information systems, engineering or a related field; and five (5) years of increasingly responsible GIS experience performing complex spatial and systems analysis comparable to the GIS Analyst II level
OR High school diploma or tested equivalent; and seven (7) years of increasingly responsible professional GIS experience performing complex spatial and systems analysis comparable to the GIS Analyst II level
Possession and continued maintenance of a valid California Class C driver's license and a safe driving record

Preferred

Possession of a Geographic Information Systems Professional (GISP) certification issued by the GIS Certification Institute, or advanced Esri Technical Certification in Enterprise or Developer tracks
Completion of specialized coursework or training in database administration, spatial analytics, programming, or enterprise system integration
Certification or formal training in project management (e.g., PMP, PMI-PBA, or Agile/Scrum methodologies) is highly desirable
Coursework or credential in leadership development, supervision, or adult learning is desirable to support the position's training and mentorship responsibilities

Benefits

Vacation – 80 hours/year up to 5 years, 120 hours/year 6-10 years, plus 8 hours for each year after 10 years up to a maximum of 160 hours/year.
Sick – 12 days/year
Holidays – up to 12 days/year
Floating Holidays - 24 hours per year - prorated for part-time
Medical – Depends on plan selected; City generally pays at least 90% of the cost of coverage. Participating members make an additional $35 contribution per pay period towards health care benefits.
Dental, Vision, Employee Assistance Program – City currently pays full cost of employee and family coverage. Pro-rated for part-time.
Life – City provides a $25,000 life insurance policy.
Long Term Disability – City provides a long term disability plan.
Management Leave/Optional Benefit Plan - 80 hours of additional vacation per year. A $1,300 (less than 10 yrs) or $1,500 (greater than 10 yrs) annual contribution may be used to purchase additional vacation, be place in deferred compensation account or be paid in cash (cash-out limited to 20 hours).
