Gas Business Development Coordinator (INTERNAL CANDIDATES ONLY)

The City of Sunrise is seeking a Gas Business Development Coordinator to manage the marketing and public awareness functions for the Gas Department. This role involves developing relationships with developers and businesses, implementing marketing strategies, and providing administrative support to increase gas customer accounts and sales volumes.

Responsibilities

Creates, establishes and maintains business relationships with site developers, builders, and businesses investing in the Sunrise community; responsible for recommending policy improvements to help obtain and retain gas customers; develops recommendations for changes to enhance customer growth and services
Tracks large customers’ consumption over time for strategic purposes, forecasts revenue as part of the budget process and tracks actual consumption and revenue. Tracks pending projects from inquiry to completion. Understands and prepares cost studies of gas versus electric equipment, as needed, to promote the sale of natural gas; analyzes sales information while taking into account seasonal patterns and local competition; represents the City in various trade and industry associations
Confers with leadership in planning and development of an overall marketing strategy, plans special event presentations and appropriate bids and resolutions; designs and develops new programs that can utilize available distribution networks either service or revenue producing programs or both; assists in the establishment of policies, procedures and controls for the incentive programs; responds to requests for information by residential and commercial customers regarding gas service rates and appliance availability
Develops relationships and works closely with contractors, architects and engineers in the establishment of policies, procedures and controls for the sale programs, informing them of gas processes and end use equipment, as well as promoting gas utilization; coordinates the application and installation of materials, equipment and labor necessary to install gas fuel lines; prepares and routes paperwork for installation of new gas service and equipment; and maintains complete records of all builders and builders’ activities
Collaborates with Project and Gas Managers in planning and preparing project budgets; ensures adherence to budget procedures and guidelines; provides pertinent information on revenue forecasts; supervises equipment purchase process from budgeting to receipt; periodic adjustments and budget transfers
Analyzes financial, procurement and administrative procedures for simplifications and improvement in efficiency; analyzes purchase orders to determine requirements; checks requisitions for completeness and accuracy; writes specifications and requisitions and assists in the selection of bids for departmental equipment or supplies
Develops comprehensive communication materials including brochures, bill stuffers and flyers promoting public awareness to customers, non-customers, emergency officials, excavators, and public officials. Delivers oral presentations to community groups, fire and emergency response personnel; measures the effectiveness of the outreach effort in communicating safety messages; documents program evaluation and develops supplemental information to ensure that program standards have been achieved; determines excavation damage trends and presents findings
Supervises administrative support, warehouse and maintenance personnel and engaged in preparation of damage invoices and billings for equipment or services, issuance of purchase orders and requisitions; ensures employees complete mandatory training; discusses work related problems with employees; coordinates personnel activities including personnel records, invoice processing, inventory control and related compliance related reports and the public awareness program
Manages energy conservation program; supervises rebate request process including preparation of requests for rebate checks

Required

Bachelor's degree from an accredited school in marketing, engineering, business administration, or a closely related field required
Associate's degree may be substituted for bachelor's degree with five years (5) minimum relevant experience with a natural gas distribution utility
High school diploma or G.E.D. and ten years minimum experience in a comparable position of responsibility with a natural gas distribution utility
Reasonable progressively responsible experience in natural gas field operations, engineering, marketing, or office administration, preferably involving a municipal gas or investor-owned utility gas system with emphasis on residential and commercial utility marketing and business development
Must be currently employed with the City of Sunrise
Must possess a valid driver's license with an acceptable driving record
Must obtain a valid Florida driver's license prior to hire
Must pass pre-employment and random drug testing as required and monitored by federal, state, and local authorities
Knowledge of the objectives of a comprehensive promotional marketing program
Knowledge of natural gas and natural gas appliances
Knowledge of the principles of general management and their application to government administration
Knowledge of general accounting practices, inventory control, invoice processing, customer service, and regulatory compliance programs
Knowledge of budget preparation procedures and reporting requirements
Knowledge of department, legal, administrative, and procedural regulations
Knowledge of the principles and procedures of modern office administration
Knowledge of the principles, practices, and procedures of public personnel administration
Knowledge of supervisory principles and practices
Knowledge of computer applications including spreadsheets, databases, graphics, word processing, and G.I.S. applications
Knowledge of proper application of common residential and commercial gas burning equipment
Skill in using Office, social media, and department software
Ability to analyze sales projections/information and make sound recommendations for marketing program improvements
Ability to analyze administrative problems and make sound recommendations as to their solution
Ability to supervise the work of employees with various skills levels in a manner conducive to acceptable performance and high morale
Ability to understand and carry out complex oral and written instructions
Ability to plan, organize, and implement a comprehensive promotional marketing program
Ability to establish and maintain effective relations with other employees, supervisors, City officials, outside agency representatives, and the public
Ability to express ideas clearly and concisely, both verbally and in writing

Ability to develop and participate in gas conservation education activities with adults and youths

Retirement
Employee Contribution = 8%
Vesting = 10 Years
Average Final Compensation (AFC) = 2.5% of pensionable earnings for each year of creditable service
Maximum Benefit = 80% of AFC, not to exceed $80,000.
Normal Retirement = Age 62 and ten (10) years of creditable service.
Early Retirement = Age 57 and ten (10) years of creditable service, 3% annual reduction for each year prior to normal retirement age.
13th check based on monthly retirement, payable if the pension plan funding status is equal to or greater than 100%. Paid in December each year following retirement.
Deferred Retirement Option Plan (DROP) = 4 years/48 months maximum.
DROP Interest Rate = 4%, compounded annually.
