Executive Director & Clinical Supervisor Substance Use Disorder

Atlantic Health Strategies is a recruitment firm posting this opportunity on behalf of Freedom Recovery. We are seeking a highly qualified Executive Director who will also serve as the Clinical Supervisor for a licensed Substance Use Disorder (SUD) treatment program in New Jersey, responsible for organizational leadership, regulatory compliance, and clinical oversight of services.

Responsibilities

Full administrative and operational leadership of the licensed SUD program
Compliance with all applicable NJAC provisions governing SUD treatment (including NJAC 10:161B and NJAC 8:111)
Oversight of policies, procedures, and governance-aligned operations
Fiscal management, budgeting oversight, and financial sustainability
Human resources leadership including hiring, supervision, and performance management
Quality assurance and performance improvement program leadership
Regulatory readiness for licensing inspections, audits, and corrective action plans
Protection of client rights, confidentiality, and ethical standards
Direct accountability to the governing body
Clinical oversight of all substance use disorder treatment services
Supervision of counselors and clinical staff in accordance with New Jersey regulations
Ensuring services are evidence-based, ethically delivered, and appropriately documented
Oversight of clinical policies, treatment protocols, and service delivery standards
Ensuring compliance with supervision ratios and licensure requirements for staff
Clinical input into program development, utilization, and quality initiatives
Ensuring alignment between clinical practice and regulatory expectations

Required

Candidates must hold one of the following New Jersey licenses (active and in good standing) to qualify them to serve as a Clinical Supervisor for SUD services under New Jersey regulations: Licensed Clinical Alcohol and Drug Counselor (LCADC) OR Licensed Professional Counselor (LPC) with an Approved Clinical Supervisor (ACS) credential and documented experience supervising SUD treatment services OR Licensed Clinical Social Worker (LCSW) with documented SUD clinical supervision experience meeting NJ requirements
In addition to clinical licensure, candidates must meet New Jersey administrator requirements with clearly documented clinical and administrative experience: Master's degree with a minimum of two (2) years of full-time administrative or supervisory experience in a licensed SUD treatment facility OR Bachelor's degree with a minimum of five (5) years of full-time administrative or supervisory experience in a licensed SUD treatment facility

Preferred

Prior experience serving as Executive Director, Program Administrator, or Clinical Director in an SUD setting
Direct experience with New Jersey DMHAS licensing, inspections, or corrective actions
Experience supervising LCADCs, CADCs, and multidisciplinary clinical teams
Demonstrated ability to balance regulatory compliance with clinical integrity
Proven leadership in high-accountability healthcare environment
