BabyNet Data Analyst (Program Coordinator II) / 61047519

Responsibilities
Collects, analyzes, and disseminates data related to the Office of Special Education Program’s State Performance Plan/Annual Performance Report (SPP/APR) indicators used to implement the General Supervision process. Provides data to supervisor for assignment of non-compliance and local early intervention system performance determinations. Assists with data reporting related to corrective action plans (CAP) and monitors progress of correction of non-compliance through subsequent data reporting
Prepares required data for all federal reporting. This includes the SPP/APR and all Section 618 Data Reports as described in IDEA Part C. Assists with ongoing maintenance of the Family Outcomes Measurement Process. Assists with monthly Local Education Agency (LEA) reporting as needed
Serves as a subject matter expert for all Part C data system activities. This includes daily monitoring of the system to detect abnormalities, determining areas in need of system upgrades and the needs of the provider community. Assists the project management team with data system activities including maintaining the current system, exploring new or updated systems and all associated activities, such as, requirements gathering, development, and testing
Assists in the development of SPP/APR-related training materials focusing on data collection and quality. Conducts data-related training, as needed. Provides technical assistance to internal and external stakeholders related to the collection and submission of high-quality data. Assists with design, development, implementation, and evaluation of a data system training plans
At the request of management, represents the BabyNet program on internal and external data/data system-related workgroups and/or conferences. Maintains a working relationship with the Part C Data System vendor. Completes other duties as assigned. Continuously engages in process improvement to support Agency, Division, and Bureau-wide strategies, objectives, and initiatives. Collaborates with other team members in research, development, implementation, and evaluation activities for services, projects, and agency initiatives as assigned
Attends and participates in relevant opportunities for professional development and training. Demonstrates utilization and application of new skills learned to improve effectiveness and efficiency within assigned responsibilities
Qualification
Required
A bachelor's degree and relevant professional experience in social service programs, business administration, general administrative management or relevant program experience
An equivalent combination of education and experience may be considered with prior Human Resources approval
Sitting or standing for long periods of time

Preferred
Bachelor's degree in public administration, education, early intervention, early childhood, psychology, social work, special education, or related field
Knowledge of the agency's mission, programs and objectives
Extensive knowledge of state policies and procedures related to Part C of the Individuals with Disabilities Education Act (IDEA)
Experience creating and managing complex spreadsheets and data sets, utilizing Pivot Tables and Pivot Charts, and creating and modifying charts and graphs to present data trends effectively
Candidate must have experience in analyzing information and compiling written reports and creating data-related presentations
Must have strong oral and written communication skills and be able to communicate effectively
Candidate must establish and maintain professional interaction with agency staff, service provider staff and other stakeholders
Candidate must be organized, self-motivated and be able to work independently and as a member of a team
Must be able to exercise judgment and discretion
Candidate should have strong computer skills and be proficient in Microsoft Office applications
Candidate must have the ability to prioritize activities in order to meet deadlines and assist leadership, as necessary
