FINANCIAL MANAGEMENT ANALYST - Title 32

Responsibilities
Provide professional wide spectrum pay operations (Military Pay, Civilian Pay, Accounts Payable and Travel pay) support to Soldiers of their assigned State
Serve as the subject matter expert for day-to-day processing across the various systems utilized within the section and to serve as liaison with adjacent departments as needed
Examine, analyze, present, and interpret pay entitlements to Soldiers, Civilians, and Vendors
Require continuing independent review of effected pay accounts, and work reconciliations, corrections, and resolution of the most diverse, complex pay conditions of accounts
Qualification
Required
The awarded college degree should be in one of -or- be a combination of the following disciplines: Accounting, Business Administration, Business Management or Finance
Completed master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D
Skill in collecting and analyzing data effectively, efficiently, and accurately
Skill in applying procedures and directives by reading and interpreting program material
Skill in presenting formal training presentations and briefings
Ability to prepare reports and presentation formats
At least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-7)
Knowledge of Generally Accepted Accounting Principles, methods, procedures and techniques
Financial and Federal accounting standards, cost accounting standards, managerial accounting, and financial analysis
Experience validating transactions
Experience analyzing particular facts of fiscal transaction problems/issues; verify, evaluate, and interpret data; obtain additional information and interpret pertinent fiscal laws, regulation and precedent decisions
Experience using various accounting system software package applications and computer systems
Must be able to obtain and maintain a secret security clearance
This is a National Guard dual status technician position which requires military membership
Compatible military grade and assignment required prior to the effective date of placement
May be required to successfully complete a probationary period
May occasionally be required to work other than normal duty hours; comp-time and/or overtime may be required
May be required to travel by car, in military and/or commercial aircraft, and by other means of transportation as appropriate to perform temporary duty assignments
This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968
Certification Level 2: THIS IS A FINANCIAL MANAGEMENT Level 2 Certified position designated as such in accordance with the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, section 1051, amending 10 United States Code, section 1599d
Preferred
At least 2 years of financial management experience preferred
Certificates in the following desired but not required for the position: Certified Public Accountant, Certified Internal Auditor or Certified Government Financial Manager
