HR SPECIALIST (COMPENSATION/RECRUITMENT/PLACEMENT)
USAJOBS is seeking an HR Specialist (Compensation/Recruitment/Placement) for the Department of the Army. The role involves providing support for recruitment, placement, and compensation processes for military technicians and full-time employees within the National Guard.

Responsibilities
Provide support for recruitment and placement, military technician compatibility, permanent change of station moves, pay setting, recruitment/retention/relocation (3R) incentives, advanced in-hire rates, and reduction-in-force actions
Qualification
Required
Federal employment suitability as determined by a background investigation
May be required to successfully complete a two year trial period
Participation in direct deposit is mandatory
Must be able to obtain and maintain the appropriate clearance designated at the State through the use of the Position Designation Tool within one year of appointment
Ability to establish effective professional working relationships with coworkers and customers, contributing to a cooperative working environment and successful accomplishment of the mission
Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day
May require travel in military and/or commercial aircraft to perform temporary duty assignments
The work may require the incumbent to drive a motor vehicle; if so, and an appropriate valid driver's license is mandatory
1-year specialized experience must be equivalent to at least the next lower grade
Must have sufficient knowledge and skill to apply fundamental HR methods and practices to perform simple to moderately complex, non-controversial, reoccurring work where multiple solutions may exist
Experience making informed determinations and judgements on processes and problems of limited scope within the HR staffing specialization
Experience performing general recruitment, placement and compensation duties and responsibilities and to provide advice to both management and employees regarding moderately complex HR issues and questions
An applicant must demonstrate the specialized experience competencies (skills, knowledge, abilities and behaviors) to qualify for a position identified by its position grade and career level
Specialized experience factors encompass human resources program's business competencies, familiarity with the subject matter or processes used in human resources programs associated with DoD, U.S. Army, or U.S. Air Force
Education must be accredited by an accrediting institution recognized by the U.S. Department of Education in order for it to be credited towards qualifications
