TITLE 32 PUBLIC AFFAIRS SPECIALIST (MI 110th Wing)
The MI 110 Airlift Wing is part of the Michigan Air National Guard, and they are seeking a Public Affairs Specialist. This position involves managing public affairs assignments that include social media, media operations, community engagement, and communication planning in support of the commander's priorities.

Responsibilities
Carry out a wide range of public affairs assignments that include social media, media operations, community engagement, command information, communication planning, contingency/crisis response, environmental, security, policy review, and public affairs resource management
Prepare internal and external public affairs products for distribution through social media, DVIDS, wing website, and release to civilian media, as applicable
Research and write stories/articles and rewrite material intended for distribution
Perform work for the production/management/maintenance of electronic and web-based information products
Implement and ensure the quality of the Hometown News Release program
Organize, coordinate, publicize and conduct periodic events with local organizations such as community councils, local governments, Chamber of Commerce, and state and national legislative offices
Assist with organizing and conducting larger events such as Civic Leader Tours, Base Open-House activities, and Armed Forces Days
Respond in a timely manner to media queries concerning special events, mobilizations, exercises, aircraft incidents, or accidents
Clear responses with appropriate authority before releasing information
Confer with subject matter experts to obtain latest and most accurate information for use in news releases on social media, radio, TV networks, newspapers or other public forums
Coordinate the planning and development of complex, high level public affairs assignments in support of commander's programs and priorities
Carry out public affairs tasks that support the wing commander's priorities through the integration of visual information, social media, community engagement, command information, communication planning, contingency/crisis response, media operations, environmental, security and policy review, and public affairs resource management activities
Respond to requests for information, materials and support; and plan and conduct community engagement activities with community officials and groups
Research, draft, coordinate, produce, and review public affairs products such as web-based content, photographs, videos, news and feature articles, news releases, talking points, fact sheets, briefings, speeches and scripts, newsletters, and other materials
Maintain effective working relationships with officials of various senior wing leadership, civic, news media, community groups, Department of Defense personnel, as well as local, state and national government officials, and the general public
Attend meetings and maintain professional contacts
Explain public affairs policies and procedures and resolve most problems that arise
Manage audio visual equipment for section
Create new, adapt, or modify accepted communication campaign formats to reach a target audience with a specific message
Qualification
Required
You must meet the following Education requirement to qualify for education in lieu of specialized experience for this position: GS-9 master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D

This is an excepted service position that requires membership in a compatible military assignment in the Michigan Air National Guard, required prior to the effective date of placement
Selectee will be required to wear the military uniform
Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment
Applicants who are not currently a member of the Michigan Air National Guard must be eligible for immediate membership and employment in the Michigan Air National Guard in the military grade listed in this announcement
Males born after 31 December 1959 must be registered for Selective Service
Federal employment suitability as determined by a background investigation
May be required to successfully complete a trial period
Participation in direct deposit is mandatory
Must have a valid civilian driver's license
Must be able to obtain and maintain the appropriate security clearance of the position
This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position
Ability to establish effective professional working relationships with coworkers and customers, contributing to a cooperative working environment and successful accomplishment of the mission
Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day
The work may require the employee to drive a motor vehicle and if so, an appropriate valid driver's license is required
This is a National Guard dual status technician position which requires military membership
Must complete Basic DoD Public Affairs Qualification requirements within two years of employment; or, for on-board personnel, complete the course within two years from the appointment date to this position description
May be required to travel by car, in military and/or commercial aircraft, and by other means of transportation as appropriate to perform temporary duty assignments
Military Grades: E4-E7
SPECIALIZED EXPERIENCE: GS-09 - Experience, education, or training involving knowledge of writing, communication principles, methods and techniques that relate to the public affairs of an agency. Experience in applying and adapting knowledge of strictly controlled situations of an agency. Experience writing articles on routine events of non-controversial subjects. Experience responding timely and appropriately to requests for information concerning agency programs and services. Experience participating in meetings with specialized groups to listen to and understand feedback on agency programs that are of particular interest to public
SPECIALIZED EXPERIENCE: GS-11 - Experience, education, or training involving a thorough knowledge of writing and communication principles, methods and techniques that relate to public affairs of the military. Experience developing new information materials including news releases, fact sheets, brochures, booklets, broadcast spots, etc., that increase communication with the agency's audiences. Experience making on-the-spot presentations to audiences with opposing points of view or erroneous understanding of agency positions. Experience responding timely and appropriately to requests for information concerning agency programs and services
You must meet the following Education requirement to qualify for education in lieu of specialized experience for this position: GS-11 Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related
You must provide transcripts or other documentation to support your Educational claims. To receive credit for Education, you must provide documentation of proof that you meet the Education requirements for this position
