Program Specialist III - Office of Emergency Management - Executive Administrative Services Division (021010)
Texas Department Of Criminal Justice is seeking a Program Specialist III to perform complex consultative services and technical assistance work. The role involves planning, developing, and implementing agency programs, providing guidance to program staff, and ensuring compliance with regulations and policies.
Government Administration
Responsibilities
Plans, implements, coordinates, monitors, and evaluates the agency’s readiness and response to critical incidents; develops and recommends emergency management program guidelines, policies, procedures, rules, and regulations; and prepares justifications for policy and procedural changes
Monitors, reviews, and evaluates program activities to ensure compliance with regulations, policies, and procedures; and collaborates with program staff in determining trends and resolving technical problems
Studies and analyzes operations and problems and prepares reports of findings and recommendations; and identifies areas in need of change and makes recommendations to improve agency incident and state and national emergency management operations
Prepares and assists with emergency management training for the agency; serves as a liaison to staff, government agencies, community organizations, and the public; and provides technical assistance in the program area
Qualification
Required
Bachelor's degree from a college or university accredited by an organization recognized by the Council for Higher Education Accreditation (CHEA) or by the United States Department of Education (USDE). Major course work in Business Administration, Public Administration, Criminal Justice, Emergency Management, or a related field preferred. Each year of experience as described below in excess of the required four years may be substituted for thirty semester hours from an accredited college or university on a year-for-year basis
Four years full-time, wage-earning criminal justice, program administration, public administration, or technical program support experience
Knowledge of the principles and practices of public administration and management
Knowledge of applicable state and federal laws, rules, regulations, and statutes
Skill to communicate ideas and instructions clearly and concisely
Skill to coordinate with other staff, departments, officials, agencies, organizations, and the public
Skill to interpret and apply rules, regulations, policies, and procedures
Skill to develop, implement, and evaluate administrative policies and procedures
Skill in administrative problem-solving techniques
Skill in the use of computers and related equipment in a stand-alone or local area network environment
Skill to review technical data and prepare technical reports
Preferred
Major course work in Business Administration, Public Administration, Criminal Justice, Emergency Management, or a related field
Experience with Incident Command System (ICS) or National Incident Management System (NIMS) preferred
Knowledge of ICS and NIMS preferred
Knowledge of agency and departmental organizational structure, policies, procedures, rules, and regulations preferred
