Human Resources Specialist (Performance Management)

Responsibilities
Serves as a senior advisor and policy expert for management on key HR programs, including Performance Management, Incentive/Honorary Awards, and the Drug-Free Workplace Program
Manages the full lifecycle of the performance appraisal program by advising on evaluation techniques, developing workflows, and ensuring the timely completion of performance plans, mid-year reviews, and annual ratings
Administers the WHS Incentive and Honorary Awards Program, providing expert guidance on award nominations for federal employees, private citizens, and foreign nationals, and coordinating with other agencies like the Department of State
Organizes and executes the annual DoD Distinguished Civilian Service Award ceremony, handling all logistics from the nomination and selection process to event planning, guest arrangements, and budget management
Administers the Suggestion Program for both civilian and military personnel, providing guidance and assistance to ensure suggestions are evaluated by the correct office

Must be determined suitable for federal employment
Must be able to obtain and maintain a Secret security clearance

The incumbent may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays and/or overtime
This position may require up to 15% occasional travel away from your normal duty station for official business on military or commercial aircraft
Time in Grade: For entry at the GS-09 level, status applicants must have served 52 weeks as a GS-07 or higher grade in the Federal Service
Specialized Experience: One year of specialized experience equivalent to the GS-07 grade level in the Federal service that demonstrates your ability to perform developmental tasks in human resources that demonstrate knowledge of HR principles
Time in Grade: For entry at the GS-11 level, status applicants must have served 52 weeks as a GS-09 or higher grade in the Federal Service
Specialized Experience: One year of specialized experience equivalent to the GS-09 grade level in the Federal service that demonstrates your ability to apply established HR principles to assist with the administration of performance management and incentive awards programs
Time in Grade: For entry at the GS-12 level, status applicants must have served 52 weeks as a GS-11 or higher grade in the Federal Service
Specialized Experience: One year of specialized experience equivalent to the GS-11 grade level in the Federal service that demonstrates your ability to provide technical advice and assistance to management and employees on various HR programs
Time in Grade: For entry at the GS-13 level, status applicants must have served 52 weeks as a GS-12 or higher grade in the Federal Service
Specialized Experience: One year of specialized experience equivalent to the GS-12 grade level in the Federal service that demonstrates your ability to provide senior-level advisory services and policy guidance to management on a full range of complex Human Resources (HR) programs
