This position ensures full compliance with ICD/ICS-705, DoDM 5105.21, and SAPCO/DIA requirements, while serving as the primary SSM for a major military construction project involving sensitive programs.

Responsibilities

Serve as the primary Site Security Manager (SSM) for SCIF/SAPF construction and renovations

Lead all physical security actions during secure facility buildout

Maintain accreditation documentation for all controlled facilities and systems

Coordinate with the SSO/GSSO/PSO, SAPCO, DIA, and ACC security offices

Develop and implement the Construction Security Plan (CSP)

Conduct design reviews ensuring compliance with ICD-705 secure construction standards

Prepare and maintain Fixed Facility Checklists, TEMPEST checklists, and co-use MOAs

Maintain records of secure construction: walls, floors, ceilings, partitions, TEMPEST, acoustic treatments

Identify and document security deviations or violations

Maintain construction worker access lists for accreditation packages

Oversee Sound Transmission Class (STC) testing per ICD-705/ASTM E-336

Oversee RF/EM shielding tests per IEEE-299

Validate testing results and recommend corrective actions

Conduct recurring compliance inspections of secure construction

Enforce access control procedures and deny unauthorized access

Maintain all CST/CAG logs, site records, security forms, and accreditation files

Produce detailed reports, risk assessments, and technical security findings

Track project progress, security posture, and timelines

Ensure no testing or results are shared without CSA/SSO approval

Required

Active TS/SCI security clearance

4+ years of SCIF/SAPF security, intelligence operations, counter-intelligence, TSCM, or physical security experience (10+ years needed but will work with less than that for otherwise qualified candidates)

3+ years direct ICD-705 secure construction experience (SSO, SSM, or equivalent)

Knowledge of 16 Divisions of Construction and familiarity with hostile technical surveillance devices

Understanding of DoDM 5105.21 Vol 3, ICD/ICS-705, and DoD secure construction guidance

ICD-705 secure construction: 1 year (Required)
