Budget Analyst II

The State of North Carolina's Department of Environmental Quality is seeking a Budget Analyst II to provide budgetary guidance and consultation. The role involves interpreting legislation, formulating budgets, and analyzing ongoing budget operations to support management and divisions.

Responsibilities

Provide budgetary guidance and consultation to assigned divisions and senior management
Interpret legislation and budgetary policy, formulate continuation and expansion budgets, review and approve budget revision requests, provide analysis for management and division staff, Fiscal Research and Office of State Budget and Management
Respond to above entities for request for information
Ensure all assigned budgets are properly certified and revised
Interpret, analyze and report on-going budget operations and make recommendations to the Budget Manager and Chief Financial Officer
Assist with the preparation of the continuation budgets and the review of the expansion budgets
Contract review and decision
Review and analyze the utilization of federal revenues

Required

Bachelor's degree in business administration, public administration, accounting, or related field, from an accredited institution
Four years of experience preferably including experience in accounting or budgeting
Experience utilizing a State, Federal and/or Local Government budget/fund system
Experience monitoring, approving, and/or certifying state, local and/or federal budgets
