Senior HR Manager for Training & DEI Programs
The Massachusetts Executive Office of Labor and Workforce Development (EOLWD) is seeking a Senior HR Manager for Training & DEI Programs to lead initiatives that foster an inclusive culture within the Massachusetts Gaming Commission (MGC). This role involves managing various DEI programs, providing HR support, and ensuring compliance with diversity goals while driving employee engagement and training initiatives.
Government Administration
Responsibilities
Establish productive working relationships with MGC management and staff
Manage all required training programs, track program evaluations and attendance
Identify meaningful offsite/onsite organizational learning opportunities for staff/HR events
Design a framework for leadership training for MGC staff, coordinate with external partners
Maintain up-to-date knowledge of applicable state and federal laws, industry standards and HR best practices related to Equal Employment Opportunity Commission (EEOC), Massachusetts Commission Against Discrimination (MCAD), Massachusetts Equal Pay Act (MEPA), workplace engagement, equity and inclusion
Develop recommendations for appropriate employee retention, engagement and well-being strategies, including surveys and feedback
Oversee/maintain employee diversity statistics and vendor statistics and create communications and initiatives based on this data
Oversee recruitment statistics; recommend affinity job boards and other recruitment methods to ensure MGC is casting a wide net for diverse talent
Working with the HR team to provide diversity statistics, employee statistics and employee audit file statistics to identify trends, issues and opportunities to guide HR decisions
Provide expert advice and coaching to leaders and employees on diversity, equity and inclusion- related matters; interpersonal skills training to build stronger relationships
Support the HR Chief in all areas of the HR practice as assigned
Conduct investigations under the direction of the Chief as assigned
Provide professional development, networking and training opportunities to employees
Provide resources, leadership and counsel regarding diversity and inclusion in collaboration with the MGC’s Diversity Equity and Inclusion working group
Seek out events related to topics of diversity
Present training program updates and related topics in public meetings
Assist the licensee regulatory compliance team to review Supplier Diversity measures
Support the gaming industry, the MGC may provide diversity resources to licensees
Liaison with the Commonwealth Supplier Diversity Office to promote the MGC as a resource to licensed operators
Monitor and analyze licensee’s quarterly reports forwarded to MGC focusing on DEI quarterly performance
Responsible for review of licensees’ compliance with license commitments related to marketing and tourism, diversity and local hiring and contracting
Establish and maintain programs for tracking, monitoring, and reporting diverse and local employment in the expanded gaming industry, and for tracking and monitoring licensee contracting with Mass businesses including MBE, Women Owned Businesses (WBE) and Veteran Businesses (VBE’s)
Coordinate referrals to operators to enhance operator employee demographics and diverse supplier statistics
Promote licensee diversity plan to encourage all residents of the Commonwealth to benefit from the jobs and business opportunities created through the expansion of gaming
Convene external community groups and external stakeholders’ meetings to discuss DEI progress with our licensees
Attend diversity vendor and professional organizations involved in improving vendor diversity outreach and services
Other related duties as assigned
Qualification
Required
Bachelor's degree in business, Human Resources or a related field
7-10 years of relevant experience in a broad-based human resources position and Diversity, Equity & Inclusion Programs, Organizational Learning Programs and/or organizational change (or a combination of experiences.)
Deep understanding of DEI frameworks, inclusive leadership and accessibility principles
Proven experience handling confidential or sensitive information
Proficiency in Microsoft Office Suite, (Excel, PowerPoint) and survey platforms
Excellent written and verbal communication skills, with experience managing sensitive messaging
Ability to handle and maintain sensitive and confidential information in a professional manner
Ability to manage difficult conversations, actively listen and examine situations with a DEI lens
Excellent written and verbal communication skills
Superior interpersonal skills to build trust
Proficiency with Microsoft Office (Word, Excel, and PowerPoint) and knowledge of HRIS databases
Able to contribute actively to a collaborative work environment that embraces diversity and inclusion
Strong organizational skills and ability to prioritize and manage multiple responsibilities effectively to meet time-sensitive goals
Project management and systems aptitude required
Preferred
Project management experience preferred
Certification in the DEI practice/profession preferred
Massachusetts Commission Against Discrimination (MCAD) trainings a plus
Experience in compensation and performance management a plus
