Responsibilities

Serve as the Deputy System Program Director for the Narrowband SATCOM Acquisition Program including the Mobile User Objective System (MUOS) ACAT-1 sub-program
Join a dynamic leadership team in the program office, providing Ultra High Frequency satellite communications to our nation and allied partners
Work independently, planning, organizing and coordinating programmatic actions across various engineering, financial, legal, security, public affairs and contracting offices
Analyze, negotiate, and resolve complex issues while maintaining good working relationships
Train, develop, mentor, and motivate junior civilian and military program managers

Required

Substantial experience in Acquisition Program Management within a Systems Program Office (SPO)
Experience managing Contractor performance on defense system contracts through design, production, testing, and delivery phases
Experience supervising personnel including establishing employee contribution plans and conducting performance assessments
Must be able to obtain and maintain a Top Secret/Sensitive Compartmented Information (TS/SCI) security clearance
This is an acquisition position covered by the Acquisition Professional Development Program. Candidates must possess an Advanced certification in Program Management in accordance with the Defense Acquisition Workforce Improvement Act (DAWIA) or be capable of being certified within four years of appointment
If hired, you will be required to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and will be required to file annually
Knowledge of the policies, practices, regulations, and laws concerning the acquisition management process and initiatives
Knowledge of safety and security regulations, practices, and procedures
Knowledge of the missions, roles, functions, organizational structures, and operation of the DOD, Air Force, and organizations that govern, interface with, and/or influence the systems acquisition process
Skill to plan, organize, and direct the functions and staff in critical aspects of development and production, support of systems, subsystems, or equipment and to coordinate various aspects of systems acquisition such as engineering, contracting, financial management, configuration, test, and manufacturing
Ability to supervise, mentor, motivate, appraise, and work with subordinate supervisors and non-supervisor employees
Ability to communicate effectively, both orally and in writing, clearly, concisely, with technical accuracy and to use computers and a variety of software programs and databases, gather and analyze a variety of program information, make sound judgments concerning program progress, and effectively communicate recommendations orally and in writing to higher organizational management and contractors
Must be a U.S Citizen
Must be able to obtain and maintain a Top-Secret / SCI security clearance
Safeguards classified or sensitive budget-related information and/or files
May be required to work overtime on an unscheduled or emergency basis
Eligible for situational telework only, including Emergency and OPM prescribed 'Unscheduled Telework'
This position will close after 5 business days or 75 applications, whichever comes first
Employee may be required to perform travel by military or commercial passenger aircraft in the performance of temporary duty assignments
PCS / Incentive funding is authorized
This position is designated as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program
Subject to Temporary Duty Assignment (TDY): 20 days a year
Employee must within 30-days of assuming this position and by 31 October annually thereafter, file an OGE-450, 'Confidential Financial Disclosure Report.'
This position is designated a NON-CRITICAL APDP position
