Technical Project Manager

The Metropolitan Transportation Commission (MTC) is the transportation planning, financing, and coordinating agency for the San Francisco Bay Area. Responsibilities

Provide leadership and subject matter expertise to ensure alignment of technical solutions with business needs and agency objectives. Perform technical, professional, and analytical duties including discovery, assessment, planning, coordination, implementation, and evaluation in support of back-office system initiatives
Collaborate with stakeholders to understand business needs and translate them into requirements
Work closely with cross-functional teams to ensure effective communication and alignment of program needs
Build comprehensive business process models to inform system enhancements, optimize operations, and ensure stakeholder alignment
Collect, research, compile, and evaluate information from various sources ensuring compliance with laws, codes, rules, regulations, and program guidelines. Synthesize findings into actionable recommendations that inform decision-making and continuous improvement initiatives
Provide technical assistance and oversight to contractors, subcontractors, and vendors to ensure program services are delivered on time, within budget and according to scope of work
Organize and maintain accurate and detailed files and records; verify accuracy of information, research discrepancies, and record information; coordinate and ensure compliance with established records retention schedules
Develop scopes of work, evaluate cost proposals, negotiate change orders, develop contract documents, and verify compliance with scopes of work
Manage projects from inception to closure through managing schedules, deliverables, tasks, open items, and risks ensuring projects are completed on time
Perform document review, test script review, test witnessing and system test results review
Oversee implementation of projects including approval of release schedules, post-implementation system monitoring, and development of punch lists as required. Facilitate lessons-learned reviews and incorporate outcomes into process improvements
Coordinate internal and external project portfolio status meetings including meeting facilitation, capturing project constraints, dependencies, issues, and risks, and assisting project teams with resolution and mitigation efforts
Monitor vendor compliance with financial, technology and payment industry standards, including supervision of external reviews (e.g. with Payment Card Industry Data Security Standard)
Conduct system quality audits and develop corrective action plans
Identify system improvement and efficiency opportunities, develop action plans and coordinate implementation with contractors and other agencies and support implementation of updated business rules, policies and/or procedures
Identify issues with transaction processing and revenue collection at all stages of transaction processing
Perform other job related duties as needed or assigned by the Section

Required

Any combination of training and experience that would provide the required knowledge, skills, and abilities listed
Equivalent to a bachelor's degree from an accredited college or university with major coursework in planning, civil engineering, environmental science, business or public administration, or a related field and five (5) years of increasingly responsible professional experience administering programs in a field related to assignment area
Be self-disciplined and motivated to plan, prioritize, perform multiple concurrent assignments and meet deadlines, exercising judgment and initiative
Plan, coordinate, develop, implement, administer, and/or evaluate assigned program(s) requiring knowledge of operations, customer service, and/or public transportation management systems
Organize and prioritize a variety of projects and multiple tasks in an effective and timely manner, organize work, set priorities, and meet critical time deadlines
Think critically and develop comprehensive project plans
Assess impacts, identify risks and coordinate solutions
Collect, analyze, interpret, and report complex and technical data and information
Identify discrepancies and potential issues that could compromise program and software quality
Develop strategies and practical solutions and articulate recommendations
Analyze complex operations and business problems using data and qualitative information, evaluate alternatives and reach sound conclusions
Coordinate and collaborate with a variety of internal and external stakeholders related to assigned functions, programs, and/or projects
Understand, interpret, and apply all pertinent laws, codes, regulations, policies and procedures, and standards relevant to work performed
Manage multiple stakeholder interests and possess a high level of technical expertise and acumen
Effectively articulate complex issues to both technical and non-technical stakeholders of all levels
Manage record keeping through electronic file management best practices
Project and contract management
Software quality management and testing
System implementation oversight and vendor coordination
Proficiently utilize computer systems, relevant software applications, and modern business equipment to execute a wide range of tasks with accuracy and efficiency
Establish, maintain, and foster positive and effective working relationships with those contacted in the course of work

Preferred

A Bachelor's degree in an appropriate field related to the area of assignment, such as transportation planning, project management, public finance, transportation engineering, economics, business or public administration
A Master's degree is desirable
Five years of increasingly responsible relevant professional experience that includes at least two years managing the work of others
Preference will be given to those with experience in project and contract management or software quality management and testing

One day per month paid vacation leave; for each year of service, an additional day per year is granted to a maximum of 25 days per year.
One day per month paid sick leave, with no limit to the amount of sick leave that can be accumulated. (May cash out up to 240 hours of accumulated sick leave upon separation from the Agency.)
Personal Business leave; up to three (3) days per year depending upon date of hire.
