Responsibilities

Provide complex analyses and translate findings into concise reports, dashboards, and decision briefs that inform management decision-making, strategic planning, and program evaluation
Partner across ADSA, MNIT, other state agencies, and federal partners, serving as the primary analytic advisor to policy, budget, and legislative staff, they deliver cost-benefit analyses and impact modeling that shape funding priorities and program improvements for evidence-based legislative proposals
Lead the development, management, and maintenance of data systems, datasets, and reporting tools so that the TT&T division, Tribal partners, and federal partners receive accurate, timely information; in order to comply with enhanced federal mandates in Minnesota and meet statutory, grant, and CMS reporting requirements; and to enable policy and business aligned interpretations of program data and structures, ensuring decisions reflect policy-driven data nuances
Coordinate collaborative efforts with internal, federal agencies and national partners to align MFP and MFP-TI with related reform and performance initiatives, and design and coordinate highly technical data and rates analyses, reports, and presentations for TT&T leadership, in order to ensure consistent outcomes, accurate reporting, improved program coordination, and effective management of MFP/MFP-TI programs and grants, so that programs operate cohesively, leaders make timely data-informed decisions, and compliance and oversight requirements are met
Design, validate, and maintain analytical methods and standard operating procedures for stakeholder-engaged quantitative and qualitative assessments of MFP and MFP-TI projects, in order to enable evidence-based prioritization of opportunities that enhance Minnesota’s Home Community Based Services (HCBS) system, so that access and outcomes measurably improve
Participate in assigned projects and collaborative related research efforts within TT&T, Aging & Disability Services Administration and across DHS in order to provide technical support, ensure accurate data reporting and contribute to program operations

Required

3 years professional experience with data sets, systems, interfaces and programming. Experience must include the following:
Experience with statistical analysis sufficient to develop reports and summaries
Knowledge of Minnesota Home Community Base Services (HCBS), Long Term Services and Supports (LTSS) and/or Long-Term Care (LTC) to support performance measurement
Knowledge of Minnesota Health Care Programs (MHCP) and the respective policies and procedures
Proficiency with data and reporting tools, including SAS, SQL, Excel, BI Query, Power BI, and Tableau

Preferred

Basic knowledge of grant and contract management
Knowledge of the Medicaid Management Information System (MMIS) or similar system sufficient to identify necessary data
Knowledge of databases and database management; computer capabilities and limitations
Accurately identify and assess user and system issues, determine appropriate solutions, and escalate to technical teams when needed
Advanced skills in technical/non-technical report writing and presenting analysis and research outcomes to varied audiences
Variety of experiences working effectively with others from different backgrounds and/or cultures
