Resource Manager
TXO is a global partner for the entire technology lifecycle, focusing on sustainability in technology. They are seeking an experienced Resource Manager to manage a contractor workforce for a major telecommunications client, ensuring delivery excellence and building a sustainable workforce model.
Responsibilities
Own end-to-end resource management for the engineering contractor population across CO, KY, MD, OK, and TX
Forecast demand and plan headcount using KPI-driven models (utilisation, SLA performance, attrition, overtime)
Anticipate and mitigate resourcing risks to protect delivery and client satisfaction
Oversee onboarding, workload allocation, absence management, performance oversight, and offboarding
Ensure compliance with US Right to Work requirements, contractor payment models, and contract-to-perm transitions
Enforce governance while balancing operational pace and stakeholder needs
Lead weekly All-Hands (Town Hall) meetings to align priorities, expectations, and performance
Deliver monthly contractor clinics across supported states to drive engagement, retention, and issue resolution
Embed contractors into the TXO culture and wider business
Act as a trusted partner to internal teams including Operations, Contracting, Sales, HR, Support, and Talent Acquisition
Maintain strong relationships with senior client stakeholders at Lumen Technologies
Ensure all roles are fulfilled to SLA, commercial, and quality standards
Identify contractors suitable for conversion into permanent roles
Partner closely with Talent Acquisition to build direct-hire pipelines
Reduce reliance on external agencies, improving cost efficiency and workforce stability
Design, implement, and own TXO’s “Gold Star Standard” for delivery, performance, and quality
Use data, feedback, and operational insight to drive continuous improvement
Create a scalable, repeatable model that can be deployed across future US clients and internationally
Qualification
Required
5–7+ years' experience in resource management, recruitment, or project delivery
Proven background in workforce planning and contractor management, ideally within telecommunications, engineering, or infrastructure
Strong understanding of US contractor models, Right to Work, and contract-to-perm transitions
Confident, credible communicator able to influence stakeholders at all levels
Commercially minded, resilient, and comfortable making decisions in fast-paced environments
Highly proactive, results-driven, and comfortable operating at scale
Strong IT capability (Microsoft Suite, CRMs)
