Responsibilities

Assumes managerial responsibility for services and activities of the Engineering Department, including District and capital improvement programs and projects, development project review and approval
Selects, trains, mentors, motivates, and directs department personnel; evaluates and reviews work for acceptability and conformance with department standards
Assists in the management and administration of the department’s budget
Contributes to the overall quality of the department’s service by developing, reviewing and implementing policies and procedures to meet legal requirements and District needs; continuously monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures; assesses and monitors the distribution of work, support systems and internal reporting relationships; identifies opportunities for improvement
Provides oversight for the development and implementation of the District’s infrastructure Master Plans
Assists in the development of consultant requests for proposal for professional and/or construction services and the advertising and bid processes; evaluates proposals and makes recommendations; administers contracts after award; participates in the negotiation and administration of contracts for construction projects; ensures contractor compliance with District standards and specifications, time and budget estimates; analyzes and resolves complex problems that may arise; recommends and approves field changes
Assists with capital improvement project planning activities; provides oversight and input into the conceptual design of engineering projects; investigates and resolves problems with scope of work or cost issues of major facility upgrade and replacement projects
Analyzes civil engineering plan design, specifications, consultant and staff comments in accordance with design requirements and district and intergovernmental standards and regulations; recommends approval for additional engineering conditions and changes
Provides oversight in the permitting process, plan review and approval, connection fees, and inspection of development projects within the District
Meets and confers with contractors, engineers, developers, architects, a variety of outside agencies, and the general public on development issues and acquiring information
Represents the Engineering Department to other District departments, elected officials and outside agencies
Assists in the negotiation of contracts and agreements; coordinates with legal counsel and District department representatives to determine District needs and requirements for contractual services
Participates on and makes presentations to the Board of Directors and a variety of boards and commissions; attends and participates in professional group meetings; stays abreast of new trends and innovations in the field of engineering
Monitors changes in laws, regulations and technology that may affect District or Engineering Department operations; implements policy and procedural changes as required
Prepares, reviews, and presents staff reports, various management and information updates, and reports on special projects as assigned
Responds to public inquiries and complaints and assists with resolutions and alternative recommendations
Performs other duties as assigned

Required

Equivalent to graduation from an accredited four-year college or university with major coursework in civil engineering, or a related field
Seven (7) years of project management and/or administration experience in civil engineering, preferably within a water utility
Two (2) years of program management or supervisory experience
Possession of a valid California Class C driver's license and satisfactory driving record
Possession of a valid certificate or registration as a Professional Engineer; must be able to obtain registration as a Professional Engineer in the State of California within twelve (12) months of appointment

Preferred

A Master's degree in a related field is desirable
Accompanying water treatment, distribution, or wastewater treatment certifications are desirable

Benefits

CalPERS Retirement: The District contracts with CalPERS to provide the 2.7% @ 55 retirement formula with an employee contribution of 8% of annual salary for current members. Under the Public Employees' Pension Reform Act (PEPRA), new members will be provided the 2% @ 62 retirement formula with an employee contribution of 6.5% of annual salary. The District does not participate in the Social Security program.
Health Benefits--The District provides a Percentage Based Employer Contribution Plan (PBECP) which includes the following: 95% of health benefit premiums for employees and their qualified dependents up to the cost of the benchmark plan (Blue Shield for 2024) for the benefit year. The employee is responsible for covering the remaining 5% of the health benefit premium costs, and any additional costs incurred by selecting a health plan above the benchmark plan. The District will cover 100% of the employee's selected dental and vision plan premium for employees and their qualified dependents.
Life Insurance: A term life insurance policy in the amount of $150,000 is provided.
Administrative Leave & Holidays: 56 hours of Administrative Leave and 13 paid holidays per year.
Vacation Leave: Annual vacation leave will be earned at 104 hours per year and will increase after 3 years.
Sick Leave: 117 hours per year.
Employee Assistance Program (EAP): A comprehensive EAP is provided to help employees and their family members find direction in solving problems.
Deferred Compensation Plan--457(b): A 457(b) plan administered by CalPERS is available with a District match of $225/month.
Flexible Spending Account: Employees may contribute to a medical reimbursement account and/or dependent care reimbursement account to pay for unreimbursed medical and/or dependent care expenses with pre-tax dollars.
Car Allowance: A car allowance of $250/month will be provided.
Education Assistance Program: Continued education is encouraged and reimbursed up to $5,000 per Fiscal Year.
Employee Wellness Program: The District offers an on-site Wellness Center/Gym and locker rooms for all employees.
