Program Manager - IT Security/Secure Communications

Responsibilities

Provide program management capabilities that enable the day-to-day operations of the OUSD(I&S) mission; support the management, administration, and sustainment of Defense Intelligence Enterprise (DIE) requirements and issues; provide the OUSD(I&S) enterprise with mission and business operations support by leading and enabling the Mission Support team in space planning, facilities resources, logistics management, asset management, information technology management, and secure communications management
This includes oversight and management of I&S facilities located in the Pentagon and throughout the National Capital Region (NCR), Sensitive Compartmented Information Facilities (SCIFs), Residential SCIFs, and Executive Travel Kits
The Contractor shall provide Mission Support Operations Program Management Support for OUSD(I&S), but, in some instances, for the entire Defense Intelligence Enterprise (DIE), including to Defense Agencies and DoD Field Activities that are defense intelligence, counterintelligence, or security components generally located within the Pentagon, National Capital Region and/or Military District of Washington, but may also include/extend to other external sites as directed or required by OUSD(I&S) and DIE mission and business requirements
Collaborate across OUSDI&S to articulate the organization’s position; ensure the development of Division goals and objectives aligns to OUSD(I&S) mission, goals, and objectives; and recommend broad or specific guidance
Assist the Government to evaluate and interpret policies and projects; develop a range of alternatives for the solution of Mission Support requirements and issues; consult with industry vendors to conduct market research in support of acquisition and procurement activities and operational incidents as needed; prepare customer procurement packages (including: hardware material, software licensing, turn key solutions, labor) for submission to contracting office; and coordinate the work of other professionals in a variety of disciplines to accomplish several phases of complex projects concurrently or sequentially
Manage space for all OUSD(I&S) offices within the Pentagon and external sites to include move planning, office configurations, and space utilization while ensuring compliance with SCIF accreditations and support changing mission requirements
Assist Enterprise & Administration Management (EA&M) Office, Financial Management and Acquisition with management of Mission Support & Security financial portfolio (infrastructure and information technology expenditures); develop estimated annual spend plan; monitor and maintain registry of all infrastructure and information technology invoices and expenses for reconciliation; provide cost planning/analyses in support of market research/acquisition/procurement
Develop, establish, and control the methods, procedures, and systems to increase overall effectiveness of technology utilization and management
Prepare complex and technical statistical analyses, reports, and surveys related to information technology, business applications, business operations
Provide recommendations, courses of action, and consultation on costs of planned projects and budgetary planning related to Mission support and security resources (planning and IT equipment)

Aspects of special intelligence communications (satellite Communications, NIPR, SIPR, JWICS and enterprise network connections, Windows Server administration, UHF, VHF, HF and communications security) for an enterprise
Managing reliable and secure IP voice communication across the Unclass and Classified DoD Network
System administration support for Windows systems including server and workstation upgrades, backup and disaster recovery monitoring, user account setup and security administration
Experience interacting with and advising senior DoD leadership
Excellent interpersonal, organizational, and leadership skills and ability to conceptualize and effectively lead complex analytic projects with limited supervision
Skilled in gathering and analyzing facts, drawing reasonable conclusions and presenting/defending such conclusions both orally, as well as in written form
