Responsibilities

Provide executive-level administrative, fiscal, and organizational management for the Division
Oversee the daily operations of the Office of the COO
Support coordination across divisional units
Manage budgets and reports
Ensure the efficient flow of information and communication throughout the Division
Partner with DEO directors and senior leadership to promote efficiency, accountability, and strategic alignment across HR, IT, Facilities, and Campus Enterprises

Required

Possess a master's degree or higher in business administration, public administration, higher education administration, or a related field
A bachelor's degree plus alternative equivalent professional training and experience may be substituted for the advanced degree
Minimum of ten years of experience in administrative, fiscal, or operational management of federal and/or state agencies, and five or more years of experience in a higher education setting
Comprehensive knowledge of higher education administration, budgeting, and financial management, including state appropriations, trust funds, auxiliary operations, and capital project budgeting within a public university environment
Thorough understanding of the North Carolina General Statutes, UNC System policies, and state fiscal and administrative regulations governing procurement, contracting, human resources, and reporting requirements
Expertise in operational planning, performance measurement, and resource optimization to ensure effective alignment of fiscal and administrative functions with institutional priorities
Proficiency in enterprise systems and data analytics tools, including Banner Finance and HR modules, Power BI for institutional reporting, and Microsoft 365 platforms for collaboration, workflow automation, and information management
Strong understanding of risk management and compliance frameworks as they relate to financial stewardship, audit readiness, and organizational accountability
Exceptional leadership, communication, and strategic planning skills with the ability to collaborate effectively across diverse operational units and present complex information clearly to senior executives and governing bodies
Advanced analytical and data reporting skills for translating financial and operational data into actionable insights that support evidence-based decision-making and performance improvement
High-level organizational and coordination skills to oversee multiple priorities, streamline administrative processes, and ensure timely execution of divisional initiatives
Strong interpersonal and relationship-building skills, fostering collaboration, trust, and shared accountability among senior administrators, unit leaders, and cross-divisional teams
Demonstrated skills in project management and process redesign, particularly within complex organizations undergoing digital and operational transformation
Ability to exercise sound judgment, discretion, and confidentiality in handling sensitive institutional, personnel, and financial matters
Ability to lead, supervise, and develop administrative staff, building a high-performing, service-oriented team that supports institutional efficiency and effectiveness
Ability to adapt to evolving institutional priorities, technological advancements, and policy changes, while maintaining operational continuity and organizational stability
Ability to integrate long-term strategic planning with daily operational execution, ensuring that fiscal stewardship and administrative excellence advance the University's mission, vision, and goals
Ability to work collaboratively within a shared governance environment, balancing institutional needs with compliance, accountability, and fiscal responsibility

Preferred

Minimum of twelve years of progressively responsible administrative and operational leadership experience, including at least seven years in higher education
Proven ability to support senior executives or cabinet-level officers through management of complex projects, confidential correspondence, and cross-divisional coordination
Proficiency with enterprise systems such as Ellucian Banner, PowerBI, Microsoft 365, and data analytics tools for reporting and decision support
Exceptional written and verbal communication skills with the ability to prepare executive-level reports and presentations for senior leadership, boards, and external stakeholders
Demonstrated experience in strategic budgeting, financial analysis, procurement oversight, and compliance within a state or public higher education context
