Programs Analyst II - Environmental Division
The Texas Department of Transportation is seeking a highly motivated individual for a Programs Analyst II position in the Environmental Affairs Division. In this role, you will perform highly complex professional administrative and policy analysis work, including conducting organizational studies, designing systems, and providing consultative support for various environmental programs to improve business processes.

Responsibilities
Accesses information from business organization cross-sections to make good business decisions and provide excellent customer service
Develops evaluation strategies and tools to monitor program performance
Assesses current organizational, procedural or operational systems for effectiveness, efficiency and conformance to established guidelines
Develops new or modifies existing administrative programs, policies or regulations
Prepares data visualizations and/or reports that effectively convey performance, and signal areas for further interrogation
Identifies potential project impediments, risks, and issues; and designs strategies to mitigate or avoid them
Investigates and researches new or improved business and management practices for application to agency programs or operations
Identifies data gaps, errors, anomalies, inconsistencies, and redundancies by analyzing the content, structure, and relationships within data
Prepares concise, comprehensive technical reports to present and interpret data, identify alternatives, and make and justify recommendations on data revisions
Develops and implements databases, data collection systems, data analytics, and other strategies that optimize statistical efficiency and quality
Oversees the creation of new standard reports; collaborating with end users to gather report requirements and ensure proper testing and validation
Advises and consults with management on the development of standards and polices for the departmental environmental program
May serve as a lead worker by serving as a resource for complex questions; presenting workflow and operational updates to the supervisor/manager; providing input on team members’ career conversations; and approving leave requests to ensure operations coverage
Performs other job responsibilities as assigned
Qualification
Required
Bachelor's Degree in any discipline. Relevant work experience may be substituted for degree on a year per year basis
5 years of experience in data management, business analysis, methods analysis, strategic planning, project management or related work (Experience can be satisfied by full time or prorated part time equivalent). Related graduate level education may be substituted for experience on a year per year basis
Extensive knowledge of program/project evaluation methods and techniques
Extensive knowledge of designing complex graphic materials using graphic software, applications and/or traditional methods
Extensive knowledge of communication planning, training planning, and related change management disciplines
Expert skill in public relations for maintaining effective working relationships with individuals and groups, both internal and external
Expert skill in communicating vision and direction of how an organization should function or a system should work under ideal conditions and conveying to others
Expert skill in speaking to present images and ideas in a clear, concise, organized, and interesting manner to optimize audience understanding and keep the group focused
Expert skill in developing and presenting reports in multiple formats
Ability to implement and use new technology and work processes to enhance decision-making
Ability to effectively organize and prioritize work demands in a fast-paced environment
Ability to evaluate process performance
Initiates and supports quality management activities and performance management measures to provide the highest quality products and services that meet the needs and requirements of internal and external customers
Exercises logic and reasoning to define problems, establish facts and draw valid conclusions; makes decisions that support business objectives and goals
Shows initiative and action beyond what is required to improve products or services; is self-starting and completes assignments independently without constant supervision
Sedentary work: Lift up to 10 lbs at a time and occasionally carry files/small tools
