Public Utilities Regulatory Analyst III

The California Public Utilities Commission is seeking a Public Utilities Regulatory Analyst III to perform analytical work related to the California Teleconnect Fund (CTF) program. The role involves researching and analyzing pricing components of CTF services, developing price reporting methodologies, maintaining databases, and facilitating the expansion of 2-1-1 Information and Referral services in unserved areas of California.

Responsibilities

Perform responsible, varied, and difficult analytical work related to the CTF program and 211
Focus on the research and analysis of price component of CTF services across carriers, customer’s quantitative and qualitative data of CTF subsidized services as well as market price and bandwidth information for broadband services
Work on CTF applications and CTF claims
Assist in developing and implementing a price reporting methodology for carriers to regularly report to CTF and assure carrier’s compliance with the reporting requirements
Develop and maintain a database of CTF broadband service pricing and produce reports, presentations and other materials for management review
Assist in outreach efforts
Assess and monitor the progress of 2-1-1 Information and Referral service expansion and implementation to unserved areas in California
Review, analyze, and process and maintain records of reimbursements to 2-1-1 entity/service providers
Assist with the preparation of 2-1-1 status reports for management
Coordinate with 2-1-1 entity/service providers to resolve issues that arise
Facilitate the 2-1-1 Information and Referral service expansion project or transfers of authority to ensure ongoing 2-1-1 service
Review and analyze annual reports and emergency reports submitted by a 2-1-1 entity/service provider and provide summary reports to management team

Required

Eligibility for the classification
Valid California Drivers License (CDL)
Experience conducting independent and complex research or analysis pertaining to regulatory, business, financial and/or public policy matters; and developing logical conclusions and recommendations
Experience in consistently meeting deadlines, coordinating complex and expansive workload, multi-tasking and executing around priorities
Examples of leadership and teamwork abilities, including instances where you successfully led a project or collaborated with others
Completed Application Package including State Examination/Employment Application (STD 678) and applicable or required documents
Current version of the State Examination/Employment Application STD Form 678 (when not applying electronically), or the Electronic State Employment Application through your Applicant Account at www.CalCareers.ca.gov
