Responsibilities

Lead project initiation and identify current/future business requirements
Work with business and IT teams to create clear, complete Requirements Definition documents
Ensure documentation meets agency standards and timelines
Develop and standardize business analysis templates and processes
Support Procurement by translating requirements into Statements of Work (SOWs)
Facilitate meetings and document decisions and outcomes

Required

8+ years of business analysis, requirements documentation, and process mapping
Strong experience across SDLC and Agile environments
Experience with COTS applications (4+ years)
Experience with SaaS platforms (2+ years)
Excellent communication, facilitation, and documentation skills

Preferred

Experience migrating COTS to Low-Code SaaS platforms
Knowledge of procurement processes
Familiarity with client/government governance
Experience with professional licensure systems (e.g., medical licenses)
