NEOGOV is seeking a Full-Time, Permanent Facilities Manager for the Washington Veterans Home in Port Orchard, Washington. This key position leads the Facility Management Team, ensuring the delivery of facility services and compliance with safety and regulatory requirements while supporting the agency's mission of serving veterans.

Responsibilities

Directly manages or provides oversight for the management of Facility Management departments to ensure delivery of facility services, including Laundry, Custodial, Grounds, Power House, Medical and other Transportation as well as trades services to meet resident and program needs
Troubleshoots, directs repairs, contracts outside services and/or perform repair to remedy facility problems with creative solutions. Prioritizes work to ensure critical infrastructure issues and remedy at earliest point of intervention to minimize impact on the facility
Manages budget and FTEs within allocations, making decisions to ensure overtime and expenditure remain within overall department constraints
Performs regular inspections of building, ground and equipment for proactive repair and maintenance scheduling and deployment of available resources. Creates systems and tools to support the organized management of work orders, records management and preventative maintenance
Determines needs and assign staff to assure continuous operation and appropriate deployment of available resources resulting in overall successful plan operations for efficient facilities operations
Oversees facility capital projects, from justification process to completion, working closely with assigned architect, GA Project Manager, Agency Capital Projects Manager and facilities stakeholders
Ensures all fire and life safety codes are enforced to protect residents and staff. Proactively implements improvements to increase fire and life safety. Maintains all mandatory fire drill and fire system inspection records and required
Maintains communication and collaboration with other departments to ensure on-going improvements and new requirements are identified and implemented well for the smooth operation of Plant Services departments. Uses a personal computer and appropriate computer software
Ensures compliance with all local, state and federal regulations concerning operation of Home within all areas of Plant Services
Oversees the development of all Plant department staff to ensure regulatory training requirements are met and to keep staff current with industry developments and innovations. Completes timely performance appraisals and disciplinary actions as needed
Plans, leads, organizes, and controls the work performed by the organization. Assures appropriate and optimum use of the organization's resources and enhance the effectiveness of employees through timely appraisal and professional development opportunities. Supports effective communications throughout the organization. Maintains the highest standards of personal/professional and ethical conduct and support the state's goals for a diverse workforce
Ensures that the Steam Plant and generators operate within specifications and codes and respond operational issues, as needed
Develops tracking and filing systems to ensure documentation of boiler certifications, survey required records etc. are maintained and up to date

Required

Bachelor's degree with major course work in planning, project management, facilities management, business administration, or a related field
Five years increasingly responsible experience in building or facilities management
Three years of supervisory responsibility
A combination of education and experience may be considered on a year-for-year basis. Experience must be relevant to the position
Knowledge of principles and practices of property management, Life Safety codes, pertinent federal, state and local laws, codes, regulations and required inspections; building codes, and cost estimating of certifications and building operations
Strong background in management to include supervising skills, general knowledge of Personnel process and policies, and ability to building a team to reach results
Methods and techniques of effective report preparation and presentation
Knowledge of regulations relating to physical environment and facility; heating, cooling, ventilations systems, plumbing, sewer and water systems
Working knowledge of pertinent building codes, permitting and construction requirements for both new and remodeling work
Ability to manage and coordinate separate departments (powerhouse, grounds and others), with significant functional knowledge in each reporting area
Ability to identify and analyze opportunities for improvement and plan for implementation
Ability to communicate in writing and orally at all levels, to gain cooperation through discussion and persuasion, establish and maintain cooperative working relationships with those contacted in the course of work
Perform effective planning and decision-making to meet current and anticipate future needs
Must be proficient in the English language and be able to read, write and speak English

Preferred

Experience in a long term care and/or healthcare institutional setting
