For multi-year projects, budgets must be reassessed monthly
Release cycles: pre-go-live, then releases every 3 weeks
Prefers projects with 20+ team members

Required

Must have experience managing large-scale projects (not just -I've managed a project-)
Needs strong delegation skills while maintaining close oversight (-micromanage-y but able to delegate-)

Politically savvy - able to navigate a complex, top-level political environment
Strong client management skills to appease jurisdictions and states
Comfortable with dynamic and sometimes unpredictable environments

Preferred

Government experience (state or federal) is a strong -nice-to-have-
