Director Pharmacy Business Operations
MedStar Health is seeking a Director Pharmacy Business Operations responsible for the development, implementation, support, and evaluation of pharmacy business services. This role oversees pharmacy supply chain, 340B compliance, and financial analytics, while collaborating with healthcare leaders to optimize pharmacy services and ensure effective business strategies.

Responsibilities
Develops and implements cost savings strategies for drug purchases and works with Pharmacy Leadership to evaluate implement and track utilization management based cost reduction initiatives
Oversees multiple pharmacy and related budgets to ensure accurate projections and fiscal responsibility; ensures that significant deviations are adequately understood and appropriate action taken
In partnership with 340B pharmacy team and other leaders ensures the overall compliance and maximization of savings opportunities in the 340B Program
Develops and implements new strategies across ambulatory clinics and hospitals that balance the maximization of 340B program savings with potential negative impacts to patients and physicians/providers
Works closely with Revenue Cycle Finance and clinical and executive leadership to address issues and implement initiatives and programs that improve the patient experience and reduce costs
Ensures revenue and reimbursement maximization through charge capture appropriate billing and coding and effective pricing strategies
Provides leadership to and advises pharmacy directors and managers to ensure financial and operational targets are met
Leads annual benchmarking efforts in collecting/submitting data evaluating results and developing strategies and staffing changes to meet benchmarking objectives
Ensures that new initiatives are appropriately evaluated in regards to current and proposed healthcare regulations to mitigate risk and maximize opportunities
Develops proposes and implements business plans pro formas and ROI analyses to support the clinical and other strategic initiatives of Pharmacy Services
Develops and maintains financial and operational dashboards and reports for pharmacy leaders to allow for effective financial management and budgeting as well as monitoring of operational clinical and patient safety initiatives
Evaluates staff performance objectives standards and personal development plans which support employee participation. Provides input to performance evaluations for growth and development of staff. If necessary disciplining or discharging staff who fail to meet expected performance standards according to established policies
Provides leadership and consultation to operational clinical and executive leaders both inside and external to Pharmacy on the 340B program to ensure appropriate understanding of the risks opportunities and complexities involved
Develops and implements the goals and objectives of Pharmacy Services in the region and system in conjunction with the Pharmacy directors and managers and other internal department leaders
Leads and consults with Pharmacy Directors and Managers Finance and Executives on the long-range financial plan and capital budget requests to meet the financial and operational goals of the pharmacy departments
Participates on Pharmacy Council with leaders from pharmacy and other disciplines to provide guidance and make decisions on pharmacy strategies and initiatives across MedStar
Enhances personal development and expertise by staying current regarding services trends and regulatory changes in pharmacy 340B and the healthcare industry more broadly
Qualification
Required
Bachelor's degree Graduate training in an accredited College of Pharmacy required
5-7 years Pharmacy leadership experience required
PharmD - licensed pharmacist in the District of Columbia or eligibility for reciprocity upon hire (required) Upon Hire required
This position requires knowledge of strategy development budgeting planning presentation/public speaking skills project management skills and the ability to work with senior executives and key internal and external audiences
Proven ability to provide strategic direction and guide implementation of business strategies that are effective efficient measurable and evidence-based
Broad knowledge of hospital systems including chargemaster billing/collection general ledger payroll admitting/discharge/transfer patient care and other systems
Strong analytical and mathematical skills. Attention to detail and accuracy critical. Excellent organizational skills; able to prioritize work and manage time. Able to work independently with minimal supervision
Extensive knowledge of and ability to oversee the financial operational and regulatory aspects of the 340B program
Demonstrated skill in strategic and critical thinking negotiation and relationship building
Ability to facilitate meetings develop teams navigate difficult political scenarios negotiate tough conversations and manage cross-functional implementation plans: Ability to communicate positively effectively and professionally on an interpersonal and technical level both verbally and in writing. Ability to develop and lead teams; identify objectives make recommendations/decisions and achieve results in a fast-paced environment. Must be able to manage professional and technical staff and facilitate collaborative project work. Must demonstrate the ability to work closely with other leaders and staff to effectively implement new initiatives and strategies ensuring that organizational and programmatic goals are met
Strong knowledge of project management including resource planning and scheduling analysis skills negotiation facilitation computer skills and development of necessary documentation testing and training: Strong team orientation with the ability to be flexible with time and manage multiple priorities simultaneously. Good problem solving facilitation and negotiation skills. Has responsive service orientation positive 'can do' approach to initiatives problems and solutions. Must be able to identify and work to resolve barriers that impede productivity
Candidate must display vision creativity and innovation in his/her thinking and must be highly motivated and organized
Preferred
Doctoral degree PharmD preferred
Advanced degree in Finance Accounting of Business preferred
Graduate of an ASHP-accredited pharmacy residency program (PGY-1) and/or ASHP-accredited Health System Pharmacy Administration and Leadership residency program and/or Master's Degree preferred
10+ years Pharmacy leadership experience preferred
Demonstration of increasing responsibility and experience in the oversight of financial and business operations in pharmacy or related programs and services preferred
Experience in financial analysis/reporting and hospital finance preferred
Pharmacy 340B Program experience preferred
Experience with project management methodologies and software preferred
Experience in strategy development budgeting planning presentation/public speaking skills project management skills and the ability to work with senior executives and key internal and external audiences preferred
Extensive experience in developing and managing budgets including ensuring revenue maximization controlling costs and tracking productivity: Ability to apply value analysis processes to product decision making. Proven ability to work with financial and other data and information in order develop accurate ROI and pro forma analyses to support decision making processes preferred
