ADMINISTRATOR III FRANCHISE TAX BOARD
Caltrans District 3 is seeking a Section Manager for the Franchise Tax Board. The role involves managing contact centers, overseeing taxpayer complaint resolutions, and ensuring effective communication with various stakeholders in the department.

Responsibilities
Manages the Executive and Advocate Services contact centers, which include the Executive Services and Advocate Hotline call centers and correspondence addressed to the Governor, Board Members, the Executive Officer, other elected officials, and Taxpayers' Rights Advocate
Responsible for planning, organizing, and administering the department's executive escalations contact center and staff related to the resolution of taxpayer complaints and problems that were unable to be resolved through normal channels
Oversees the Employee and Vendor Income Tax Compliance Program and administers the processing, collection, and audit functions necessary to maintain the employee, vendor, and sensitive accounts portion of the state’s personal income tax accounts
Reviews and evaluates policies, procedures, practices, and programs, assuring they are implemented consistently and recommending changes as necessary
Participates on a wide range of department teams and works with management throughout the department to resolve issues
Establishes and maintains cooperative working relationships with staff members of the Governor, Board members, Legislators, and other departmental officials within FTB and other agencies

Required
The position(s) require(s) a Background Investigation be cleared prior to being hired
Applicants must be authorized to work in the US without the need for a visa sponsorship or a training plan, now or in the future

Where the position requires the driving of an automobile, the employee must have a valid state driver's license, a good driving record and is expected to drive the car safely

Preferred
Strong leadership and staff development skills including the ability to inspire, motivate, mentor and build productive teams
Experience working in a supervisory/managerial role and/or experience working through subordinate supervisor/manager
Knowledge of departmental tax programs, operations, processes, public service objectives and compliance programs
Knowledge and experience working in contact center management (call center, live chat, correspondence, etc)
Ability to implement changes to policies, procedures and practices while maintain effective working relationships within FTB as well as with other agencies or government officials
Experience in managing a medium to large organization/program
Experience working in 2 or more business areas managing complex and sensitive workloads interacting with FTB stakeholders and overseers
Strong interpersonal skills, organizational, program management and change management skills
Experience using enterprise systems such as Taxpayer Information (TI)/Business Entities Tax System (BETS), Taxpayer Folder (TPF), Case Management (CM), or other comparable systems
Ability to plan, organize, prioritize, and direct staff in highly sensitive programs
Ability to foster a positive work environment where collaboration and empowerment are valued
