Responsibilities

Provide Operation & Support (O&S) Legacy Cost Model Support and Independent Cost Estimates at Air Force Cost Analysis Agency (AFCAA), Joint Base Andrews, Maryland

Serve as senior technical authority for O&S cost estimating and modeling for ACAT I DAF/DOD aircraft and space programs; lead development of legacy Operation & Support (O&S) cost estimates and Independent Cost Estimates (ICEs), NACAs, and SCPs; define analytical approach, cost elements, methodologies, and data strategies; review and validate models, assumptions, escalation, and risk analyses; mentor junior estimators and ensure AFI 65-508 compliance; support reconciliations with Program Offices and OSW CAPE; prepare and brief results to AFCAA leadership, SAF/FMC, Congress, and GAO

Required

8 or more years of demonstrated progressive cost analysis experience in cost analysis principles and concepts including, but not limited to, major weapon systems procurement and operations and support cost estimating, statistical analysis, cost risk & uncertainty modeling, budget formulation, affordability analyses, cost benefit analysis, and other pertinent analytical experience

Bachelor's degree in Engineering, Economics, Mathematics, Operations Research, Finance, or related field (Master's preferred); minimum 8 years O&S cost estimating experience for DAF/DOD aircraft or space systems

SECRET clearance required

Technical knowledge of Department of the Air Force System Sustainment both past and current platforms

Working knowledge of logistics associated with aircraft and space systems

Advanced Microsoft Excel techniques

At least 5 years concentrated experience doing O&S cost estimating for DAF or DOW aircraft and/or space programs

Understand drivers and patterns in O&S cost estimates

Completed multiple O&S cost estimates without oversight

Knowledge of the correct application of inflation and price escalation

Demonstrated experience using the Air Force Total Ownership Cost (AFTOC) database and be able to pull and understand how to use the data

Expert judgment in cost methodology selection
