Staff Attorney 2
The Minnesota Department of Administration is seeking a Staff Attorney 2 for the Legal and Compliance unit. The role involves providing expert-level legal guidance and expertise to support MMCAP in maintaining compliance with regulatory requirements and developing policies that ensure effective operation.
Responsibilities
Assisting in developing policies and protocols to ensure the smooth, effective, and legal operation of MMCAP
Providing legal review, technical assistance, and input to the MMCAP lines of businesses such as pharmaceuticals, wholesaler purchasing, and other healthcare products and services so that their respective business objectives are achieved in a legal and timely manner
Providing legal and technical assistance to MMCAP leadership, staff, and external attorneys on significant issues affecting its business so that it may take appropriate action, if needed
Providing legal advice in the development and evaluation of MMCAP policies and procedures for compliance with applicable laws
Qualification
Required
J.D. degree from an accredited law school
Four (4) years of experience that includes contract drafting and negotiations, addressing legal issues, reviewing documents/contracts for compliance, and/or professional experience in the medical field
Significant experience with federal and state laws relating to procurement, antitrust, and/or group purchasing organizations
Strong communication and dispute resolution skills as well as the ability to establish and maintain collaborative working relationships with teams and a variety of federal, state, and local stakeholders
Ability to identify and address problems through provision of efficient and effective legal and/or business advice, along with ability to analyze needs to provide input and direction for a strategic policy
Strong interpersonal and human relations skills to establish and maintain productive and professional working relationships with leadership, internal and external stakeholders, and vendors
Strong computing skills in a PC environment (e.g., Microsoft Word, Excel, Outlook, Adobe Acrobat, etc.)
Preferred
Knowledge, experience, and understanding of group purchasing organizations (GPO); medical supplies organizations; GPO business model objectives; as well as statutory, policy, and overall legal requirements for all steps of a multi-state contracting process
Strong organizational and time management skills with the ability to multi-task
Ability to deal with ambiguity and non-routine commodity acquisition processes
Experience working with a wide variety of individuals with different backgrounds and at different position levels
Negotiation skills to be able to negotiate pharmaceutical, healthcare products and services, and allied products contracts
Ability to facilitate and/or conduct trainings/educational sessions
