Security Assistance Data Analyst

Responsibilities

Support PM/SA program officers in the budgeting and execution process of the office's multi-billion-dollar accounts, including general accounting; data entry and validation; reconciliation; and reporting from the data management systems in use
Liaison with the Defense Security Cooperation Agency (DSCA) and account examiners at the Office of Management and Budget, as directed
Track the funding approval process for over $6 billion in security assistance programming annually, including the clearance process within State, the U.S. Department of War, and the Office of Management and Budget
Provide budgetary research, data collection, validation, analysis, modeling and reporting of country program activities for a variety of briefings and products, optimize current data management systems
Provide timely responses to requests for budgetary and financial data and information pertaining to the funding approval process
Support program officers to assist with and provide budget formulation and analysis support for all PM/SA programs, and incorporating strategic planning elements as related to the Department’s various and relevant strategy documents, as well as metrics and performance measures in the budget formulation exercise
Perform analytical, forecasting and interpretive functions for the management and control of budgetary and financial resources, including tracking current and prior year funds for programs supported by the office
Perform studies and audits on control, allocation and allotment of funds throughout the year, assuring that allocations and allotments are in accordance with pertinent laws, e.g., Appropriations Laws, Foreign Assistance Act, the Arms Export Control Act, and other financial and legislative regulations
Make recommendations to program officers to improve the effectiveness and efficiency of financial controls, and implement improvements as directed
Comply with all internal controls and procedures to protect organizational integrity and prevent unauthorized use or misappropriation of all classified and sensitive (but unclassified) material and equipment in assigned areas

Required

Bachelor's Degree in international relations, political science, economics, or a related field preferred, or equivalent combination of education and relevant experience
Proficiency in data analysis and visualization tools, including Microsoft Excel, Lists, Power BI, and other Microsoft suite applications
At least two (2) years of demonstrated experience developing automated workflows and dashboards to streamline data management and reporting processes
Experience working with large datasets, ensuring data accuracy, and optimizing information for decision-making
Ability to translate complex data into actionable insights and communicate findings effectively to diverse audiences
Strong organizational skills and attention to detail
Ability to manage multiple ongoing tasks and processes simultaneously
Strong oral and written communication skills with experience presenting complex information
U.S. Citizenship. Active Secret-level clearance. A Secret security clearance is required for this position; however, the Data Analyst may begin work with an interim Secret security clearance

Preferred

Previous experience working within PM/SA
Knowledge of U.S. government security assistance or security cooperation programs
At least two (2) years of experience working on budget and fiscal processes for large-scale programs, preferably with the U.S. Department of State or the U.S. Department of War
