Staffing Operations & Talent Pipeline Manager (Full-Cycle Staffing Lead) - Contract to Hire
Code Differently, LLC is a Delaware-based workforce solutions company. They are seeking a Contract-to-Hire Staffing Operations & Talent Pipeline Manager who will oversee the full lifecycle of staffing operations, including business development, recruiting, onboarding, and employee engagement.

Responsibilities
Lead business development to generate staffing job orders and grow employer relationships
Conduct job intake meetings to define role requirements, timelines, and pay/bill rate structures
Develop proposals and staffing agreements and support client onboarding processes
Educate employers on Code Differently’s staffing and talent solutions model
Maintain a pipeline of employer opportunities and track progress and outcomes
Identify cross-sell opportunities across Code Differently’s other LOBs
Source, screen, interview, and place candidates across contract and direct hire roles
Create job postings, outreach campaigns, and sourcing strategies aligned to employer needs
Maintain an active talent pipeline and candidate database with readiness levels
Manage candidate preparation, interview coordination, offer negotiation, and closures
Build and maintain consistent recruiting activity through community partners, events, and digital channels
Manage onboarding end-to-end: background checks, employment documentation, and compliance setup
Ensure consultants are set up for timekeeping and client access requirements
Coordinate client-specific onboarding and training processes
Maintain compliance documentation and ensure audit readiness
Escalate and manage HR issues as needed
Serve as the primary point of contact for placed consultants/contractors
Conduct routine check-ins (1 week / 30-day / 60-day / quarterly cadence)
Address employee relations issues, retention risks, and client escalations proactively
Support performance conversations and consultant success plans
Monitor engagement and implement satisfaction and retention strategies
Manage the weekly time submission and approval process
Track timekeeping compliance and resolve disputes or missed submissions
Maintain accurate rosters of consultants, assignments, and contract terms
Partner with internal teams to ensure smooth workforce operations and adherence to client requirements
Support accurate billing and invoicing by ensuring timesheet and contract alignment
Track bill rates, pay rates, margins, and billing schedules
Reduce billing disputes through proactive quality checks and issue resolution
Collaborate with finance/operations to ensure billing compliance and profitability reporting
Host recruiting events (virtual and in-person): career fairs, hiring events, employer showcases
Partner with colleges, training providers, community organizations, and workforce agencies
Build talent communities for key job families (tech, data, IT support, business operations, etc.)
Develop repeatable event playbooks and outreach strategies to grow pipeline volume and quality
Build and maintain staffing workflows, templates, and playbooks
Track and report key staffing metrics
Recommend and implement improvements to staffing operations, tools, and workflows
Qualification
Required
Bachelor's degree required (Business, Human Resources, Communications, Management, or related field preferred)
4–7 years of experience in staffing, recruiting, workforce solutions, or talent operations
Demonstrated understanding of the staffing lifecycle, including business development, recruiting, onboarding, employee management, timekeeping, and billing
Proven experience managing multiple requisitions and deadlines
Strong client relationship management, negotiation, and communication skills
Ability to create structured processes and manage operations with precision
Proficiency with ATS and recruitment tools; comfort working in CRM and reporting systems
Preferred
Experience in technical staffing (software, data, cybersecurity, IT, QA, etc.)
Experience building staffing operations from scratch
Experience supporting contract staffing models (temporary, contract-to-hire, direct hire)
Experience hosting recruiting events and building talent communities
Familiarity with workforce development partnerships and talent pipeline programs
