Responsibilities
Conduct comprehensive data collection, analysis, and evaluation to inform operational and strategic decision-making
Administer and coordinate assigned functions or projects, including policy implementation, monitoring, and ongoing improvement initiatives
Prepare and present completed staff work in the form of comprehensive reports, memoranda and/or detailed analytical reports, summarizing key findings and offering data-driven recommendations
Participate in division and/or department budget-related analysis, development, forecasting, and monitoring activities by managing the tracking of expenditures, revenue, and financial performance in tandem with broader data evaluation responsibilities
Identify and address operational challenges through research and data-driven solutions; implement approved improvements based on findings
Coordinate and manage special projects, conducting research and analysis of new programs, services, policies, and procedures
Oversee divisions and/or department purchases, contracts and grant administration, ensuring compliance and proper documentation with the support of the Procurement Division
Analyze federal, state, and local legislation to assess potential impacts on the department’s operations and make recommendations accordingly, when applicable
Act as a liaison between departments, external agencies, and the public; provide staff assistance to boards, committees, and commissions
Attend professional group meetings to remain updated on trends, regulations, and innovations in the field
Maintain accurate records and ensure compliance with organizational policies and regulatory requirements
Provide mentoring and oversight to lower-level staff, assigning tasks, reviewing work, and conducting performance evaluations
Respond to and resolve complex citizen and stakeholder complaints and inquiries, delivering appropriate solutions based on analysis
Qualification
Required
A bachelor's degree from an accredited college or university with major course work in business administration, public administration, economics, or a related field, is preferred. A master's degree is highly desirable. However, equivalent experience, certification, licensure and/or education will be considered in lieu of a degree
Five years of increasingly-responsible professional-level administrative, analytical, and/or budgetary experience related to assigned area. Experience in administering programs in a governmental jurisdiction is highly desirable
At least three years of relevant administrative, analytical, and/or project management experience, preferably in a governmental setting
Three years of increasingly responsible support role or administrative experience related to assigned area
Knowledge of operational characteristics, services, and activities of assigned program area; organization and operation of municipal government; principles and practices of program development; project management principles and concepts; methods and techniques of data collection, research, and report preparation; methods and techniques of statistical and financial analysis; principles and procedures of financial record keeping and reporting; principles and practices of budget preparation and administration; principles and practices of accounting; office procedures, methods, and equipment including computers and applicable program and financial software applications and systems; electronic data processing principles and the integration of data in an automated systems environment; applicable civil, government, and administrative codes; principles and practices of public sector contract administration; principles and practices used in grant development and administration; public sector employee relations theory, practice, and issues; principles and practices of customer service; principles of business letter writing; basic principles of supervision and training; policies and procedures of the assigned department; English usage, spelling, grammar, and punctuation; pertinent federal, state, and local laws, codes, and regulations
Ability to perform a full range of responsible analytical and administrative duties in support of assigned programs, functions, and/or department involving the use of independent judgment and personal initiative; research and analyze problems and prepare recommendations on a variety of issues; understand the organization and operation of assigned department and outside agencies as necessary to assume assigned responsibilities; interpret and apply pertinent federal, state, and local laws, codes, and regulations, as well as City policies and procedures; participate in various organization studies and analyses; research, analyze, and evaluate programs, policies, and procedures; collect, evaluate and interpret complex information and data; prepare, research, negotiate, and monitor contracts and agreements; prepare clear and concise administrative and financial reports; maintain accurate and complete records on programs and operations; assist with budget preparation and administration; interpret technical information for a variety of audiences; independently prepare correspondence and memoranda; operate office equipment including computers and supporting applications; adapt to changing technologies and learn functionality of new equipment and systems; supervise, organize, and review the work of lower level staff as assigned; effectively handle multiple demands and priorities simultaneously; utilize available resources to accomplish work; organize and prioritize work flow to meet deadlines; perform work in an efficient and timely manner without constant supervision, with a high volume of work and tight deadlines; adapt to and embrace change and continuous learning as an opportunity for growth; demonstrate an awareness and appreciation of the cultural diversity of the community; communicate clearly and concisely, both orally and in writing; and establish, foster, and maintain effective working relationships and collaboration with those contacted in the course of work
