Assistant Public Works Director
City of Corvallis is seeking an Assistant Public Works Director to assist in planning and delivering Public Works services. The role involves providing leadership for major functions within the Public Works Department, including overseeing engineering, utilities, and transportation activities.

Responsibilities
Overall responsibility for the leadership and direction of Engineering
Directs and manages the City Engineer and the functions administered by the Engineering Division including the delivery of capital projects and review of public infrastructure associated with private development projects
Directs and manages the Public Works Project Manager including the overall responsibility of long-range infrastructure systems master planning, and various other special projects
Assists the director with leadership and management responsibility for other Public Works Department services and activities, including water and wastewater treatment, water distribution, wastewater and stormwater collections, treatment plants and utility off-site facilities maintenance, street infrastructure and sidewalk maintenance, public transit operations, bicycle and pedestrian program management and facility maintenance, municipal airport management, public buildings maintenance, and equipment and fleet maintenance
Oversees the development and management of the City’s Capital Improvement Program, city-wide masterplans, and System Development Charge methodologies and fees
Develops and manages interagency agreements and partnerships involving Public Works
Represents Public Works before other local government, state agencies, various committees, Boards and Commissions, community groups, City Council and the public
Facilitates public meetings, responds to complaints, concerns and issues
Contributes to the overall quality of the department's service by developing, reviewing, and implementing policies, programs, and procedures to meet legal requirements, state and federal regulations, and City needs
Participates in City planning and budgetary efforts
Interprets and uses financial data to make informed business decisions
Provides information, reviews and approves departmental actions and reports
Seeks input, analyzes recommendations, and chooses a path forward to address internal and external customer expectations
Prepares reports, analysis, and other correspondence to communicate complex issues to a general audience
Responds to difficult and sensitive public inquiries and complaints and assists with resolutions and alternative recommendations
Represents department to various commissions, committees, community groups, Council and the public
Represents the City on regional and statewide committees and in legislative matters
Provides support to various Advisory Boards, City Council, City officials, and staff
Coordinates planning and operations with Benton County, 509J, ODOT, MPO, and OSU
Responds to infrastructure emergency situations, participates as appropriate in City-wide emergency preparedness and response activities
Directs, coordinates, and monitors Department projects, initiatives, and programs
Implements City, Strategic Operational Plan, Department Boards and Advisory Committees, and Department goals and objectives relating to the Public Works Department
May act as Public Works Director in their absence
Effectively supervises assigned staff
Responsible for the supervision and management of all assigned staff
Performs personnel duties such as selection, coaching/mentoring, training, employee/labor relations, evaluating performance, succession planning, discipline and termination
Creates and maintains an effective work environment by communicating goals and expectations for staff performance, counseling employees as appropriate, and supporting employee engagement efforts
Acts ethically and honestly; applies ethical standards of behavior to daily work activities and interactions
Builds confidence in the City through own actions
Represents the City of Corvallis by responding to the public, community members, its employees, and others in a prompt, professional, and courteous manner
Regards everyone, internal and external, as a customer and delivers the best service possible in a respectful and patient manner
Effectively promotes and implements division safety program
Complies with all safety rules and performs work is a safe manner
Ensures supervisors provide and maintain a safe working environment in compliance with Federal, State, and City health and safety guidelines and regulations
Operates and drives a motor vehicle and/or truck safely and legally
Maintains effective work relationships
Coordinates activities with other supervisors, managers, and work groups within the department and with other City departments
Complies with all Administrative Policies
Performs work in accordance with Council Policies and Municipal Code sections applicable to the position
Arrives to work, meetings, and other work-related functions on time and maintains regular job attendance
Qualification
Required
Bachelor's degree in Civil Engineering, Environmental Engineering or a related field is required
Seven years of increasingly responsible experience in a municipal public works setting at a managerial level
Oregon registration as a Professional Engineer or ability to obtain through reciprocity within 6 months
Thorough knowledge of all phases of public works management, including utilities, engineering, capital projects and transportation areas
Familiar with Federal, State and local regulatory requirements in these areas that have regional basis implications, and ensure ongoing City compliance
Excellent supervisory skills
Ability to hold employees and supervisors accountable for personal goals and contributions towards organizational objectives and values
Ability to develop and motivate staff and to delegate, supervise and review the work of staff
Excellent leadership, judgment, organizational and analytical skills
Excellent interpersonal, facilitation, negotiation, and communication skills, including the ability to speak effectively in public to a variety of audiences
Ability to maintain and promote effective working relationships with, and between, coworkers, the public, elected officials, and other agencies
Strong skills with group processes and ability to facilitate groups to accomplish tasks and resolve issues
Strong budget management and reporting skills
Ability to understand how to apply technology and lead efforts to improve efficiency and customer service
Ability to use a computer to perform the essential functions of the position, attend meetings for extended periods of time and to work under pressure
Possession or ability to obtain and maintain a valid Oregon Driver's License
