Payroll & Benefits Analyst

NEOGOV is seeking a Payroll and Benefits Analyst for the Superior Court of California, County of Contra Costa. The role involves maintaining a professional workload, coordinating activities for the Payroll and Benefits Unit, and providing lead direction to clerical staff under the Financial Services Manager.

Responsibilities

Leads subordinate clerks for bi-weekly payroll processing, including performing quality control review, work coordination, annual benefits Open Enrollment, year-end payroll review and training
Performs a broad range of technical and specialized financial and statistical tasks as assigned including statistical research and analysis, employee costs budget preparation, financial planning, audits, processing and balancing of financial documents such as quarterly tax reports, retirement reports and benefit invoices, preparation of transfers between accounts, revenue accounting and collections
Maintains detailed job process and administrative overhead records; researches and resolves complex accounting errors or discrepancies to ensure accurate accounting and compliance with rules, regulations and laws
Maintains and updates complex financial and statistical reports for reporting to the Court Administration and the Judicial Council of California
Maintains records and accounts related to the Payroll and Benefits unit
Prepares and imports journal entries to record payroll and benefit activity
Reviews and interprets payroll accounting policies and procedures, court policies and procedures and labor agreements as related to pay and benefits administration
Performs various complex computer operations using Court financial software and spreadsheets
Identifies areas where improvements may be made; researches and recommends new processes and improvements to existing systems
Explains financial procedures and technical payroll and benefit account record keeping requirements to other staff, representatives of other government agencies and the public

Required

Possession of a baccalaureate degree from an accredited college or university in business administration, finance, accounting or a closely related field
Three years of full-time or equivalent experience in processing payroll, finance, accounting or related field
Two years of combined full-time experience as a Senior Financial Services Clerk or Human Resources Clerk IV with this Court
An Associate's Degree from an accredited college can substitute for one (1) year of the required Senior Financial Services Clerk/Human Resources Clerk IV experience
Regular and punctual attendance is essential
Knowledge of payroll and benefits administration
Knowledge of accounting principles, procedures and terminology
Knowledge of legal provisions governing accounting, payroll and benefits
Knowledge of office procedures and equipment as they relate to financial record keeping
Knowledge of computers and applicable computer software, including proficiency with Microsoft Excel
Ability to prepare and process bi-weekly payroll processing
Ability to perform difficult and complex professional analytical work
Ability to work independently and exercise appropriate initiative
Ability to create and proficiently use computer spreadsheets and database software for financial reporting
Ability to prepare budget and statistical reports
Ability to interpret, apply and explain relevant federal and state rules and statutes
Ability to understand and effectively apply and explain inter-related policies and procedures
Ability to proofread material and computer originated documents for correct mathematical computations, programming and attention to detail
Ability to analyze facts, problems and data and determine appropriate action
Ability to provide lead direction to subordinate support staff
Ability to train staff in regulations and procedures for the unit
Ability to establish and maintain effective working relationships with other employees, the judiciary and the public
Ability to assist in other HR and accounting duties as applicable
